Què ens hi juguem en aquestes eleccions europees?

Segurament estarem tots d'acord que ens hi juguem molt.

El que és més evident és que ens hi juguem aquest gir cap a la dreta

What is most evident is that we are risking this shift to the right.

i cap a l'extrema dreta i la qüestió és si aquest gir serà una mica,

Ho veiem també, i de nou segueixo parlant d'aquesta redefinició de les fronteres

un canvi de tendència, sinó en tot cas la consolidació del que ja s'ha vist en els últims anys,

a nivell europeu hi ha dos exemples claríssims.

At the European level, there are two very clear examples.

Per un costat el pacte europeu de migració i asil, que aquí podríem entrar a discutir molts detalls,

On one side, the European migration and asylum pact, which we could discuss many details about here,

però les premisses del pacte són molt clares i són compartides justament amb aquests partits d'extrema dreta,

but the premises of the pact are very clear and are shared precisely with these far-right parties,

que és per un costat posar el focus a la frontera geogràfica, com si el problema d'Europa i de la Unió Europea

It is one thing to focus on the geographical border, as if the problem of Europe and the European Union

estés en aquesta frontera geogràfica.

I en aquestes arribades irregulars, deixeu-me que doni una dada, de fet estem parlant de 350.000 arribades irregulars

Per tant, el contrast d'aquestes dues xifres demostra l'ús simbòlic d'aquests debats i d'aquest focus en aquesta frontera geogràfica.

I després, l'altre punt de partida, que ja s'ha comprat a l'hora de discutir aquest pacte,

és justament el binomi entre drets i seguretat, que és un argument típic de l'extrema dreta,

A reduir garanties legals i a legalitzar el que fins ara ha sigut il·legal en frontera.

I després, el segon exemple també a nivell europeu és aquesta proposta última liderada per Dinamarca,

And then, the second example at the European level is this latest proposal led by Denmark,

i Dinamarca sobretot, 15 països europeus, per tant estem parlant de més de la meitat,

and Denmark above all, 15 European countries, so we are talking about more than half,

que el que demanen i proposen és polítiques innovadores, sortir out of the box,

en un sistema d'asil que consideren trencat i que el que propugnen és aquesta externalització dels procediments d'asil

Per tant, la diferència entre uns i altres en matèria migratòria jo diria que és bàsicament inexistent.

Therefore, the difference between one and the other in migratory matters is basically nonexistent, I would say.

I ara ja per acabar, una última reflexió perquè l'interessant serà la discussió entre nosaltres i amb el públic.

And now to finish, a final reflection because the interesting part will be the discussion between us and with the audience.

A principis dels 2000 parlàvem de com les polítiques migratòries i en altres àmbits fugien de l'àmbit nacional

At the beginning of the 2000s, we talked about how migration policies and others were moving away from the national level.

i es refugiaven en l'àmbit europeu, en anglès dèiem el shifting up,

and they took refuge in the European arena, in English we called it shifting up,

i en el món acadèmic es parlava d'aquest shift up, d'aquest shifting up,

com a manera d'escapar a les limitacions i els constrenyiments que hi havia a nivell nacional

i sobretot en matèria de garanties de drets i per tant de l'efecte limitador que tenien les constitucions liberals

Per tant, escapar a nivell europeu permetia acordar tota una sèrie de coses

Ara en el fons estem veient el mateix, aquesta proposta del govern danès,

en el fons estan proposant a nivell europeu el que a nivell nacional han sigut incapaços d'aprovar.

In essence, they are proposing at the European level what they have been unable to approve at the national level.

Justament per aquestes limitacions i per aquestes dificultats de posar-se d'acord entre els diferents partits.

Precisely because of these limitations and these difficulties in reaching an agreement among the different parties.

Però ara aquest escapar-se a nivell europeu ja no es fa a nivell tècnic intergovernamental, sinó que es polititza.

But now this escape at the European level is no longer done at the intergovernmental technical level, but rather it is becoming politicized.

Veiem com les eleccions europees s'han convertit en una arena de politització de diferents qüestions

We see how the European elections have become an arena for the politicization of various issues.

i a més on els interessos nacionals són més evidents que mai.

and moreover where national interests are more evident than ever.

I això potser és el que porta a que hi hagi més interès que mai en aquestes eleccions europees.

And perhaps this is what leads to more interest than ever in these European elections.

Però això ens porta, i aquí torno a l'àmbit de les polítiques migratòries,

But this brings us, and here I return to the field of migration policies,

a uns debats que són sobretot simbòlics, a unes propostes que el que busquen és, per un costat,

to some debates that are mainly symbolic, to some proposals that seek to, on one hand,

tenir un efecte dissuasori sobre els que puguin arribar com a immigrants,

to have a deterrent effect on those who may arrive as immigrants,

però sobretot tenir un efecte sobre els potencials votants.

Són polítiques que difícilment canviaran la realitat.

They are policies that will hardly change reality.

El que busquen és donar aquesta sensació de control a una frontera que no necessàriament es controlarà millor.

Ja he dit l'exemple perfecte en aquest sentit.

diguem-ne que és la situació geopolítica internacional, el rol d'Europa,
