我記得有一個事件

I remember an event.

你是高票當選立法會議員

You were elected to the Legislative Council with a high number of votes.

在立法會中間你批評林瑞麟

During the Legislative Council, you criticized Lam Sui-lun.

你說我當初都看錯人

You said I misjudged people from the beginning.

他那天出來推銷這個補選

He came out that day to promote this by-election.

他好像當自己是公務員

He seems to think of himself as a civil servant.

說我是側行

They say I walk sideways.

到底為什麼這些混亂來的

Why did all this chaos come about?

明明已經是政治委員

Clearly already a political committee member.

他要扶起政治責任

He wants to uphold political responsibility.

是不是推堂呢

Is it a push classroom?

做局長有時候我都很同情

Sometimes I feel sorry for being a director.

因為事實上是很難做

Because in reality it is very difficult to do.

但是林瑞麟就這個第五機制方案

是要迫使市民上街遊行

完全不依法去辦事的

所以才使得這麼多人

七一要上街遊行

不要說只是領導才能

就是政府

在現在這個階段

連北京都應該知道

我當然希望中央政府

是留意事態

應該好好檢討一下

我們的特首

Our Chief Executive

是沒有勇氣去維護一國兩制

It is a lack of courage to uphold the one country, two systems.

不是以香港人的福祉為依歸

It is not based on the well-being of Hong Kong people.

而是要聽命於中央

But should obey the central authority.

或者是中聯辦

Or the Liaison Office of the Central People's Government.

有一個奇怪的現象

There is a strange phenomenon.

這個禮拜我們參加了一個研討會

This week we attended a seminar.

三位行政會議成員都批評

The three executive council members all criticized.

批評政府施政

Criticize the government's policies.

如果行政會議的成員

If the members of the Executive Council

對這個所謂集體負責

Regarding this so-called collective responsibility.

就是真的要負責的話

If you really have to take responsibility.

為什麼應承就是這樣

Why is a promise always like this?

但是報攤沒有發聲

But the newsstand remained silent.

你說得很對

You are absolutely right.

這個集體負責

This collective is responsible.

似乎今時今日是名存實亡

It seems that today it is more of a name than reality.

他們說特區政府沒有預見

They said that the SAR government did not foresee.

他們作為行會的議員之一

向政府提供了什麼見解

Hong Kong people governing Hong Kong.

High degree of autonomy

一國兩制

One country, two systems.

這個是他首要的任務

This is his primary task.

當然他人才那方面

Of course, he is talented in that area.

他是不是一個真正的領袖

Is he a true leader?

能夠結合各不同的政黨

Able to unite various different political parties.

能夠令到在政府的體系裡面

Able to be within the government's system.

公務員和政治任命官員

Civil servants and politically appointed officials

打成一片

To form one cohesive group.

大家去為特區的市民服務

Everyone go serve the citizens of the special region.

我覺得這個智慧重要

I think this wisdom is important.

當然現在大家也都聽到

Of course, everyone has heard about it now.

最近黃岡提出的三個標準

Recently, Huanggang proposed three standards.

我覺得

I think.

我有一個問題想問的

I have a question I would like to ask.

就是這三個條件

These are the three conditions.

究竟那個準則

Which criterion is it really?

是由誰來定

Who will decide?

例如愛國愛港

For example, patriotism towards the country and love for Hong Kong.

是由市民來定

It is determined by the citizens.

還是由中央或中聯辦來定

Still determined by the central government or the Central Liaison Office.

如果你有機會做特首

If you had the chance to be the Chief Executive.

就是這個情況

This is the situation.

怎樣組織你的團隊

How to organize your team

我覺得中央是應該

I think the central government should.

放手給下一任的特首

Let go and give it to the next Chief Executive.

去管治香港

Go govern Hong Kong.

給他多一點空間

Give him a little more space.

特首自己當然要把得住民意

The Chief Executive must of course be able to grasp public opinion.

要令到他的團隊

To make his team.

能夠在政策那方面

Able to do so in terms of policy.

有高尖遠足

There are high peaks for hiking.

有勇氣去實施一些

Have the courage to implement some.

比較勒手的問題

The issue of being too tight.

但長遠來講

But in the long run

在施政那方面

In terms of governance.

如果管治要做得好

If governance is to be done well

在結構上

In terms of structure

在我們的政治體制

In our political system.

也都要有所改善

There also needs to be some improvement.

長遠來講

我們大家都承認

We all admit.

是要朝著政黨的發展

It is necessary to strive towards the development of political parties.

換言之

In other words

將來的特區政府

Future special administrative region government

一定在立法會

Must be at the Legislative Council.

要有一個明正言順的政府黨

There needs to be a legitimate and upright government party.

幫助他施政

Help him govern.

落實他想落實的政策

Implement the policies he wants to implement.
