What do you think can be done to achieve administrative legislation?

就是關係,不是只是好的問題,是可以順暢的運作

It's a relationship, not just a matter of being good; it can operate smoothly.

在立法會裏面沒有一個執政黨

There is no ruling party in the Legislative Council.

這個就是我們那個政治體制的現實

This is the reality of our political system.

過去十幾年曾經有些時間,你都知道

In the past more than ten years, there have been some times that you know.

我們曾經試過搞那些執政聯盟

We have tried to establish those ruling coalitions before.

但是這個執政聯盟又不是真的說

But this ruling coalition doesn't really say...

行政長官按個掣,在立法會那裏可以通過

The Chief Executive can pass it in the Legislative Council with a push of a button.

所以我們應該改良改善我們香港這一套

So we should improve and enhance our system in Hong Kong.

但是同時我覺得我們亦都不能夠奢望

But at the same time, I feel that we should not be overly ambitious.

我們真的可以做到一套行政機關說甚麼

We can really achieve a system where one administration says everything.

立法機關跟著做

The legislative body follows suit.

相對而言,這亦都不符合香港的相互制衡

In comparison, this also does not align with the checks and balances in Hong Kong.

相互配合的那種思維

The kind of thinking that promotes mutual cooperation.

特首,是否應該做的時候

Chief Executive, should it be done at this time?

應該在立法會議會中間

It should be in the middle of the Legislative Council meeting.

找那些,不是只是支持,找那些聯盟也好

Find those who not only support, but also seek alliances.

找那些議員也好,是肯定能夠支持他

It's definitely possible to find those legislators who can support him.

過去一段時間,大家可以看到

In the past period of time, everyone can see that

跟立法會裏面那些黨派的關係

The relationship with the political parties in the Legislative Council.

用俗話說,所謂泡泡清

In俗话说, what is known as bubble clear.

都不是一個很穩定的一個關係

Neither is a very stable relationship.

即使在一些立法會的黨裏面

Even within some political parties in the Legislative Council.

你跟黨魁,或者比較有影響力的黨派

You and the party leader, or more influential political parties.

一個議員,你跟他說好了

A congressman, you made a deal with him.

但是他不一定可以在立法會裏面

But he may not necessarily be able to be in the Legislative Council.

就將他的黨派,這麼多票真的給了你

His party really just gave you so many votes.

黨派對一些比較大的問題

Political parties on some larger issues.

他們自己之間都有不同的看法

They all have different opinions among themselves.

跟外國,歷史比較長的民主體制

Compared to foreign countries, the history of democratic systems is longer.

不同的地方就是甚麼呢

What is different?

我們黨派特別多

We have especially many political parties.

所以你不只是跟一兩個黨派

So you are not only with one or two political parties.

大家談好它,你就可以保證政府的動作呢?

If everyone agrees on it, can you guarantee the government's actions?

所以我希望在立法會裏得到支持

So I hope to receive support in the Legislative Council.

坊間的傳聞,浩瀚,我相信你都聽得不少

There are many rumors circulating, vast in number, and I believe you've heard quite a few.

就說你有興趣去選特首

Just say that you are interested in running for chief executive.

你說N界你都沒有興趣,十多年前的事

You said you have no interest in the N world, that's something from over ten years ago.

經過了這一段時間

After this period of time.

你亦都看到香港管治的問題

You also see the problems in Hong Kong's governance.

跟你說香港管治

Talking about Hong Kong governance.

到底你是否真的有興趣考慮選特首呢?

Are you really interested in considering running for Chief Executive?

你可否清楚告訴香港市民

Can you clearly tell the citizens of Hong Kong?

你想做甚麼呢?

What do you want to do?

過去二十多年

Over the past twenty years.

我都在很多崗位上

I have been in many positions.

包括香港本地事務上

Including local affairs in Hong Kong.

和香港97回歸

And the return of Hong Kong in 1997.

長時間為社會大眾服務

Serving the public for a long time.

在每一個公職上面

In every public office.

我都盡量做好自己的崗位

I try my best to do my job well.

所需要我做的事

The things I need to do.

將來如果香港社會有需要

If there is a need in Hong Kong society in the future.

無論在這個公職上面

Regardless of this public position

或者任何一個公職上面

Or any public position.

為市民大眾

For the general public.

為香港社會服務

Serving the Hong Kong society

我都會盡我自己最大的努力

I will do my best.

做好這個工作

Do this job well.

有時中央政府決定對香港

Sometimes the central government decides on Hong Kong.

雖然對香港他們認為有利

Although they believe it is beneficial for Hong Kong.

未必一定有利

Not necessarily advantageous.

我認為我們應該有一個特首

I think we should have a Chief Executive.

可以跟中央政府不只是傾談

Can engage in dialogue with the central government, not just talk.

應該說北

It should be said as north.

我的經驗是中央政府到現在都是

My experience is that the central government has always been like this until now.

其實是很願意聽香港人的心聲

Actually, I am very willing to listen to the voices of Hong Kong people.

亦都很願意接受任何

Also very willing to accept anything.

有道理或香港長遠利益

Reasonable or long-term interests of Hong Kong.

或國家整體利益的意見

Opinions on the overall interests of the country.

你講出來之後

After you say it.

是跟中央對這個問題的

It is related to the central government's stance on this issue.

原來形式是不一樣的

It turns out the forms are different.

但他聽了之後

But after he listened to it.

他一想他覺得有道理

He thought about it and felt it made sense.

他就同意他就決定他就執行

He agreed, he decided, he executed.

但是香港不是很多人能夠

But not many people can in Hong Kong.

扮演這個角色

Play this role.

尤其特首的位置

Especially the position of the Chief Executive.

你認為要哪幾樣東西

What do you think are the few things needed?

是形成我們對本質方面

It is the formation of our understanding of essence.

可以順暢很多

It can be much smoother.

到現在為止

So far.

這麼多年了

So many years have passed.

我相信你都知道

I believe you already know.

真的行政主導不是很順暢

The real executive leadership is not very smooth.

這個管治問題

This governance issue.

不只是一個人的問題

It's not just an individual's problem.

當然我們選好行政長官是重要的

Of course, selecting the Chief Executive is important.

但同時

But at the same time

立法會他如何看待他的角色

How does he view his role in the Legislative Council?

以至我們全體香港市民

So that all of us Hong Kong citizens...

他跟政府的關係

His relationship with the government.

他跟行政長官的關係

His relationship with the Chief Executive.

他跟立法會的關係

His relationship with the Legislative Council.

都是非常重要的

They are all very important.

我們回歸之後

After we return.

有一個工程我們未做好

There is a project we haven't completed.

就是一個人心工程的問題

It's just a matter of people's hearts.

就是說香港人自己如何看待

That is to say, how Hong Kong people view themselves.

我們這個人或者我一家人

We, this person or my family.

和整個社會

and the whole society

因此和領導這個政府

Therefore and lead this government.

這個社會的政府

The government of this society.

立法會是一個什麼關係

What is the relationship of the Legislative Council?

在97回歸的過程當中

During the process of the 1997 handover.

我們很多事情

We have a lot of things.

很多時候

Many times

我們太過著重講那個不便

We focus too much on discussing the inconvenience.

因此很多人看香港這個地方

Therefore, many people see Hong Kong as a place...

都還是跟這個地方之間的關係

It still relates to the relationship with this place.

那個凝聚力不是很強

That cohesion is not very strong.

我覺得在這方面

I think in this regard

其實整個社會都應該注意

In fact, the entire society should pay attention.

中央政府接受了民主黨的改良方案

The central government accepted the Democratic Party's reform proposal.

改良區議會方案

Improvement of the District Council Plan

是可以說沒有先例的

It can be said that there is no precedent.

所以現在看到了

So now I've seen it.

中央政府的政策對香港

The central government's policy towards Hong Kong.

不是鐵板一塊

It's not set in stone.

中央政府到底應該怎樣想來

What exactly should the central government think about?

處理香港的民主派的事呢

Dealing with the matter of the pro-democracy camp in Hong Kong?

我覺得這個例子

I think this example

跟我過去那十幾年

Follow me through the past ten or so years.

自從84年簽聯合聲明

Since the signing of the Joint Declaration in 1984.

二十幾年

Over twenty years.

到現在

Until now

跟我經驗是完全一致的

It is completely consistent with my experience.

正如江Sir所說

As Sir Jiang said.

中央是開明的

The central government is open-minded.

下去我覺得

I feel that it should be done.

民主黨它和中央的關係

The relationship between the Democratic Party and the central government.

以至到香港所有黨派

To all parties in Hong Kong.

和中央的關係

The relationship with the central government.

能夠不斷發展不斷改善

Able to continuously develop and improve.

對香港整體社會

To the overall society of Hong Kong.

和中央的關係有幫助

Helpful for the relationship with the central government.

因此對整個香港的發展有幫助

Therefore, it is beneficial for the overall development of Hong Kong.

對我個人來說

For me personally

我是樂見其成的

I am pleased to see it succeed.

如果是一個議會中間的目標

If it's a goal in the middle of a council.

如果講親疏有別

If we talk about the differences in closeness.

是很相似的

It is very similar.

你日後如果有機會

If you have the opportunity in the future.

會不會實行這個

Will this be implemented?

叫親疏有別的政策

There is a policy that distinguishes between intimacy and distance.

由88年做基本法諮詢委員會秘書長

到現在都是

Until now, it still is.

有很多不同的場合

There are many different occasions.

不同政見

Different political views

不同立場的朋友

Friends from different perspectives.

他們提出也好

It's fine if they suggest it.

我提出也好

It's fine if I propose it.

大家都可以坐在一起

Everyone can sit together.

為香港整體利益

For the overall interests of Hong Kong.

為國家層利益

For national interests.

為他們的長遠利益

For their long-term interests.

大家為香港共事

Everyone works together for Hong Kong.
