We zijn alweer bij de vijfde en laatste aflevering gekomen van de podcast Provincie Utka.

We have reached the fifth and final episode of the podcast Province Utka.

En in deze aflevering besteed ik aandacht aan het wandelen.

And in this episode, I focus on walking.

De vraag zou kunnen zijn natuurlijk waarom aandacht specifiek voor wandelen?

The question could be, of course, why attention specifically for walking?

Nou ja, dat is een goede vraag.

Well, that's a good question.

Ik denk net als bij het fietsen de vorige aflevering dat je over wandelen kan zeggen dat het gezond is voor mensen.

I think just like with cycling in the previous episode that you can say walking is healthy for people.

Het is ook goed voor natuur en milieu omdat je geen stukstof uitstoot.

It is also good for nature and the environment because you do not emit particulate matter.

Wandelen kost weinig ruimte. Je hebt geen parkeerplaatsen nodig voor de auto of de fiets.

Walking takes up little space. You don't need parking spaces for the car or the bike.

Tenzij je natuurlijk in het bos gaat wandelen.

Unless, of course, you go for a walk in the woods.

En wat ik zelf altijd leuk vind aan wandelen is dat je direct de omgeving beleeft.

And what I always find fun about hiking is that you experience the surroundings directly.

Dus je komt gelijk in contact zonder dat er iets tussen zit.

So you come into direct contact without anything in between.

Met het bos, met de weilanden.

With the forest, with the meadows.

Het mooie is van onze provincie Utrecht is dat het veel te bieden heeft.

The beauty of our province Utrecht is that it has a lot to offer.

En er zijn voldoende mooie plaatsen waar het ontzettend fijn wandelen is.

And there are plenty of beautiful places where it is incredibly pleasant to walk.

Ik noem bijvoorbeeld de Liemers, de oude scheiding met het Romeinse Rijk.

I am referring to the Liemers, the old boundary with the Roman Empire.

Van rond onze jaartelling.

From around our era.

Daarnaast hebben we natuurlijk het prachtige Nationaal Park de Utrechtse Heuvelrug waar ik zelf in woon.

Additionally, we have the beautiful Utrechtse Heuvelrug National Park, where I personally live.

Ik wil ook even noemen de Vinkerveense Plassen waarom je fantastisch kunt wandelen.

I also want to mention the Vinkerveense Plassen where you can walk fantastically.

En tot slot hebben we de Hollandse Waterlinie.

And finally, we have the Dutch Waterline.

En het is goed te bedenken dat dat ook los van wandelen een heel belangrijke historische plek is.

And it is good to remember that this is also a very important historical site, independent of walking.

Het is erfgoed.

It is heritage.

En om precies te zijn is het recent ook benoemd tot UNESCO Werelderfgoed.

And to be precise, it has recently also been designated as a UNESCO World Heritage Site.

Dus je kunt in onze provincie mooi wandelen.

So you can walk beautifully in our province.

En ik denk dat dat ook goed is om te benadrukken ook in de campagne.

And I think it's also important to emphasize that in the campaign.

Om hier aandacht voor te vragen.

To draw attention to this.

En in ieder geval te zorgen dat...

And in any case to ensure that...

...de wandelgebieden aantrekkelijk blijven en open en schoon en desnoods uitgebreid met mooie wandelpaden.

...the walking areas remain attractive and open and clean, and if necessary expanded with beautiful walking paths.

Zelf vind ik wandelen echt heel heerlijk.

I personally find walking really delightful.

Fantastisch om te doen.

Fantastic to do.

Zeker in coronatijd heb ik heel veel gewandeld.

Certainly, during the corona period, I walked a lot.

Omdat we natuurlijk binnen zaten en niet in contact mochten komen met andere mensen.

Because we were of course inside and were not allowed to come into contact with other people.

Wat is er mooier om het bos in te gaan en daar heerlijk te wandelen.

What is more beautiful than entering the forest and enjoying a lovely walk there.

Zelf hebben wij thuis twee honden, dus die moeten ook geregeld uitgelaten worden.

We have two dogs at home, so they also need to be taken out regularly.

En ik hou ervan om in één week minimaal drie, vier keer een grote wandeling met de honden te maken.

And I love to take a long walk with the dogs at least three or four times a week.

Dat is fijn.

That is nice.

Maar ook tussendoor een ommetje in het bos is heerlijk.

But a stroll in the forest in between is also lovely.

Vooral ook rondom het huis.

Especially around the house.

Ik verkeer in de gelukkige omstandigheid dat we in Doorn veel bossen hebben.

I find myself in the fortunate position that we have many forests in Doorn.

Dus ja, ik wandel veel.

So yes, I walk a lot.

Ik zie een duidelijke relatie tussen de provincie en het wandelen.

I see a clear relationship between the province and hiking.

En dan met name op het terrein van recreatie.

And specifically in the field of recreation.

Daar wordt niet zo vaak naar verwezen, naar het wandelen.

It is not often referred to, to walking.

Als je kijkt bijvoorbeeld richting het OV en het fiets en de auto.

For example, if you look at public transport, cycling, and cars.

Ik heb bijvoorbeeld de afgelopen weken is onderzocht wat wij nu voor beleid ontwikkelen binnen de provincie als het gaat om wandelen.

For example, in the past few weeks, I have been researching what policies we are currently developing within the province regarding walking.

Ja, dan hebben we wel bijvoorbeeld een drukte monitor.

Yes, then we have, for example, a crowd monitor.

En dan hebben we natuurlijk een taak als het gaat om het in stand houden van een wandelnetwerk.

And then we have a task when it comes to maintaining a walking network.

Overigens is dat ook vaak uitbesteed aan derde partijen.

Moreover, that is often outsourced to third parties.

Maar als je bijvoorbeeld kijkt, heeft de provincie bijvoorbeeld een eigen wandelbeleid?

But if you look, does the province have its own walking policy, for example?

Dan ben ik dat niet tegengekomen.

Then I haven't come across that.

Zoek je bijvoorbeeld op de provinciale website en voer je wandelbeleid in of wandelplan.

For example, search on the provincial website and enter your walking policy or walking plan.

Is helemaal niks te vinden.

Can't find anything at all.

En dat is best opmerkelijk.

And that is quite remarkable.

Ik kwam bijvoorbeeld een document tegen uit de Tweede Kamer in 2004.

For example, I came across a document from the House of Representatives in 2004.

Waarin bijvoorbeeld provincies wel opgeroepen werden om eigen wandelbeleid te gaan ontwikkelen.

For example, provinces were indeed called upon to develop their own walking policies.

Dus ja, het is er aandacht voor wandelen, maar vooral versnipperd.

So yes, there is attention for walking, but it is especially fragmented.

En ik denk dat er wellicht wat meer afstemming zou kunnen komen als het gaat om wandelen.

And I think there could perhaps be a bit more coordination when it comes to walking.

En met name de vraag, wat willen we nou bereiken met dat wandelen?

And particularly the question, what do we want to achieve with that walking?

Wat is ons doel? Waar gaan we voor?

What is our goal? What are we aiming for?

Los van dat we individuele paden in een wandelnetwerk overeind willen houden.

Apart from the fact that we want to maintain individual paths in a hiking network.

Er is dus wel een duidelijke relatie tussen de provincie en het wandelen.

There is indeed a clear relationship between the province and walking.

Maar goed, wat ik al zei, ik denk dat dat niet altijd heel expliciet is.

But anyway, as I already said, I don't think that's always very explicit.

En het ontbreekt dus aan een wandelbeleid.

And there is a lack of a walking policy.

Wat de provincie in mijn ogen wel goed doet, is de samenwerking zoeken met partners.

What the province is doing well in my eyes is seeking collaboration with partners.

Zoals wandelnet.

Like walking network.

En de belangenvereniging voor het wandelen te voet.

And the interest association for walking on foot.

We hebben natuurlijk een routebureau binnen de provincie.

Of course, we have a route bureau within the province.

En ik denk dat de taak van de provincie ook voornamelijk ligt als het gaat om wandelen over het voeren van een regierol.

And I believe that the province's task mainly lies in taking on a guiding role when it comes to walking.

En dan met name tussen belangenorganisaties en gemeenten.

And especially between interest groups and municipalities.

Maar heel expliciet, het ontbreekt aan een wandelbeleid en een wandelplan.

But very explicitly, there is a lack of a walking policy and a walking plan.

Een van de redenen om aandacht te vragen voor het wandelen, komt met name voort uit het initiatiefvoorstel trage paden.

One of the reasons to draw attention to walking, particularly arises from the initiative proposal for slow pathways.

Wat ik de afgelopen periode heb geschreven.

What I have written in the past period.

Met trage paden bedoel ik heel specifiek jagen en kerkpaden.

By slow paths, I specifically mean hunting and church paths.

Waarom vraag ik daar bijzondere aandacht voor?

Why do I ask for special attention to that?

Die paden staan onder druk, die dreigen te verdwijnen.

Those paths are under pressure, they are at risk of disappearing.

Wij hebben in de provincie een grote bouwopgave.

We have a significant construction task in the province.

Dat betekent dat er nieuwe woningen zijn.

That means there are new homes.

Dat er nieuwe woonwijken gebouwd gaan worden.

That new residential areas are going to be built.

En de afgelopen decennia is er ook al gebouwd en zijn veel van die paden die zijn verdwenen.

And in the past decades, construction has also taken place and many of those paths have disappeared.

En vaak weten we dan niet wat precies de bestemming is.

And often we do not know what the exact destination is.

Of het ontstaan van zo'n pad.

Or the origin of such a path.

En dat wordt dan opgeheven.

And that will then be lifted.

Of wat ik ook heb gemerkt is dat mensen die tegen zo'n wandelpad aanlopen, zo'n trage pad.

What I have also noticed is that people who encounter such a walking path, such a slow path.

Dat die niet het onderhoud uitvoeren.

That they do not carry out the maintenance.

Vaak heb je het recht van overpad.

Often you have the right of way.

Dat er achter iemands grote tuin vaak zo'n trage pad loopt.

That there is often such a slow path running behind someone's large garden.

Maar dan is er altijd de discussie.

But then there is always the discussion.

Wie is nou verantwoordelijk voor het snoeien en voor het onderhoud van dat pad?

Who is responsible for the pruning and maintenance of that path?

Dus voor mij is het trage pad een belangrijk cultureel historisch erfgoed.

So for me, the slow path is an important cultural historical heritage.

Het is ook belangrijk voor recreatie.

It is also important for recreation.

Niet ieder wandelpad is een trage pad.

Not every walking path is a slow path.

Je hebt natuurlijk veel paden in Nederland.

Of course, you have many paths in the Netherlands.

In onze provincie.

In our province.

Maar als ik spreek over een trage pad.

But when I talk about a slow path.

Dan bedoel ik echt een jaag- of een kerkpad.

Then I really mean a hunting path or a church path.

Wat is daar zo bijzonder aan?

What is so special about that?

Ik noemde net al, het is een belangrijk cultureel historisch erfgoed.

I just mentioned, it is an important cultural historical heritage.

En dat is niet zomaar wat.

And that's not just anything.

Die wandelpaden die zijn vaak zo spontaan ontstaan.

Those walking paths often come into being so spontaneously.

Dus daar ligt vaak geen plan aan ter grondslag.

So there is often no plan underlying it.

En verbond, als het specifiek gaat over kerkpaden, dorpen aan elkaar.

And connected, specifically when it comes to church paths, villages to each other.

Zijn vaak eeuwen oud.

They are often centuries old.

Ik woon bijvoorbeeld in Doorn.

For example, I live in Doorn.

En er loopt een kerkpad van Leersum naar Doorn.

And there is a church path from Leersum to Doorn.

Dat loopt dwars door het bos en de weilanden.

That runs through the forest and the meadows.

En dat is een pad van enkele eeuwen oud.

And that is a path several centuries old.

Dus het heeft ook heel veel historische betekenis.

So it also has a lot of historical significance.

En aan die paden zitten ook vaak verhalen.

And those paths often have stories too.

Het is belangrijk, niet alleen cultureel historisch, maar ook in materieel erfgoed.

It is important, not only culturally and historically, but also in terms of material heritage.

Ik denk dat het belangrijk is.

I think it is important.

Om de waarde van die paden in te schatten.

To assess the value of those paths.

En daar ook een stukje bewustwording voor te vragen.

And to ask for a bit of awareness about that as well.

Want toen ik begon met het onderwerp dragen paden.

Because when I started with the topic of carrying paths.

Zag ik wel dat er bijvoorbeeld aandacht is voor grote verbindingswegen.

I did see that there is, for example, attention for major connecting roads.

Bijvoorbeeld de Via Regia.

For example, the Via Regia.

We hebben in onze provincie een aantal van dat soort belangrijke grote hoofdwegen.

We have a number of those important large main roads in our province.

De Via Regia is een oud pad.

The Via Regia is an old path.

Wat rond 400, 500 na Christus is ontstaan.

What arose around 400, 500 AD.

En verbindt de stad Utrecht.

And connects the city of Utrecht.

Met de stad Keulen.

With the city of Cologne.

De bisschop reisde over dat pad naar desbetreffende bisschopsteden.

The bishop traveled along that path to the relevant bishopric cities.

En ik kwam er recent achter dat ik 400, 500 meter van zo'n pad woon.

And I recently found out that I live 400, 500 meters from such a path.

Als je dan over zo'n pad rijdt met dit in je achterhoofd.

If you then ride on such a path with this in mind.

Dan kijk je toch heel anders tegen zo'n pad aan.

Then you look at such a toad in a completely different way.

Dus ik vind vooral een stuk bewustwording over de historisch culturele waarde van die paden.

So I particularly find a piece of awareness about the historical and cultural value of those paths.

Dat vind ik heel erg belangrijk.

I find that very important.

En omdat er geen aandacht was voor in de provincie.

And because there was no attention for it in the province.

Heb ik een initiatief voorstel geschreven als het gaat om deze drage paden.

I have written an initiative proposal regarding these dragon paths.

Het mooie is van die trage paden.

The beauty is in those slow paths.

Is dat bij mij eigenlijk die bewustwording is ontstaan vanuit mijn directe leefomgeving.

That awareness has actually arisen for me from my immediate living environment.

Ik woon in Doorn.

I live in Doorn.

Ik wandel veel.

I walk a lot.

En in de periode dat ik in de gemeenteraad zat op de Utrechtse Heuvelrug.

And during the period that I was in the municipal council in Utrechtse Heuvelrug.

Heb ik ook al aandacht gevraagd voor deze paden.

Have I also drawn attention to these paths?

Dan merk je toch vaak dat er binnen de gemeente nauwelijks kennis is over deze paden.

Then you often notice that there is hardly any knowledge about these paths within the municipality.

En word je eigenlijk een beetje van het kastje naar de muur gestuurd.

And you actually get sent from pillar to post a bit.

Vandaar dat ik denk dat er expliciet een taak ligt voor de provincie.

That's why I think there is an explicit task for the province.

Want die paden overschrijden ook heel vaak gemeentegrenzen.

Because those paths often cross municipal boundaries as well.

En juist op dit onderwerp kan de gemeente een regierol spelen.

And it is precisely on this subject that the municipality can play a coordinating role.

Ik vind het ook mooi om van onderop af te denken.

I also think it's nice to think from the bottom up.

En iets naar een zeg maar wat meer regionaal niveau te tillen.

And to elevate it to a more, let's say, regional level.

Zodat het ook wat meer in het beleid zijn plaats kan krijgen.

So that it can also find a more suitable place in the policy.

Zitten er nou alleen maar nadelen of ook voordelen aan het wandelen?

Are there only disadvantages or also advantages to walking?

Zijn er ook problemen te noemen?

Are there also any problems to mention?

Nou ja, ik denk dat we wel als het gaat om het wandelen ons goed moeten realiseren.

Well, I think we really need to realize when it comes to walking.

Dat we zoveel mogelijk ook de overlast moeten beperken.

That we should limit the nuisance as much as possible.

Ik hoor nog wel eens en ik zie ook nog wel eens om me heen.

I still hear sometimes and I still see around me sometimes.

Dat mensen afval in de natuur gooien.

That people throw waste in nature.

Nou ja, dat is natuurlijk uit den boze. Dat kan niet.

Well, that's of course out of the question. That can't be done.

Met corona hebben we geregeld gehad dat stukken bos moesten worden afgesloten vanwege de drukte.

Due to COVID, we have often had to close parts of the forest because of the crowds.

Omdat het gewoon te druk werd. Te veel mensen op elkaar.

Because it just became too crowded. Too many people on top of each other.

Nou, dat is gelukkig wel voorbij.

Well, that is fortunately over.

Maar goed, we hebben nog steeds binnen de provincie een drukte monitor.

Well, we still have a crowd monitor within the province.

Waarbij we ook kunnen monitoren op welke plaats op welke moment het druk wordt.

Where we can also monitor where it gets busy at which time.

En daarnaast denk ik dat het ook van belang is bij het wandelen.

And furthermore, I think it is important while walking as well.

Dat mensen zich ook wel aan de regels houden.

That people also adhere to the rules.

En niet zomaar dwars door het bos lopen.

And not just walk straight through the woods.

Dus vooral op het pad blijven.

So especially stay on the path.

Omdat er natuurlijk verstoring kan worden veroorzaakt voor de natuur en voor dieren.

Because disturbances can naturally be caused for nature and for animals.

Die kunnen schrikken.

They might get scared.

Ja, ander nadeel zou mogelijk kunnen zijn.

Yes, another disadvantage could possibly be.

De kosten van het onderhoud.

The costs of the maintenance.

Ja, ik zelf zie dat veel liever als een investering.

Yes, I personally see that much more as an investment.

Omdat ik denk dat wandelen ook heel veel oplevert.

Because I believe that walking also yields a lot.

En die paden die er zijn, die moeten worden onderhouden.

And the paths that exist must be maintained.

Wat ik net eerder zei.

What I just said earlier.

Ik merk vooral als het onduidelijk is van wie die paden zijn.

I especially notice when it is unclear whose paths those are.

Dat ze snel dichtgroeien.

That they quickly become overgrown.

En dat mensen niet de verantwoordelijkheid nemen om te snoeien of die paden open te houden.

And that people do not take the responsibility to prune or to keep those paths clear.

Dus ja, het zijn niet alleen maar voordelen het wandelen.

So yes, there are not only advantages to walking.

Er zitten ook nadelen aan vast.

There are also drawbacks to it.

Maar zolang de balans doorslaat naar de voordelen.

But as long as the balance tips in favor of the benefits.

Vind ik dat we hierin moeten investeren.

I think we should invest in this.

Het mooie van een initiatiefvoorstel is dat je zelf een onderwerp op de agenda van de Provinciale Staten kan zetten.

The great thing about an initiative proposal is that you can put a topic on the agenda of the Provincial Parliament yourself.

Nou, dat heb ik gedaan.

Well, I have done that.

Ik heb een initiatiefvoorstel ingediend dat uiteindelijk is aangenomen.

I submitted a proposal that was eventually accepted.

En dat heeft onder meer geleid tot de organisatie van een conferentie in het provinciehuis.

And that has led, among other things, to the organization of a conference in the provincial house.

Op 4 november vorig jaar zijn mensen die met wandelen te maken hebben uitgenodigd.

On November 4 of last year, people involved in walking were invited.

Dat kunnen gemeenteambtenaren zijn, maar ook belangenorganisaties, inwoners.

These can be municipal officials, but also interest groups, residents.

Ik denk dat er ongeveer 60 mensen, 70 mensen bij aanwezig waren.

I think there were about 60 people, 70 people present.

En we hebben daar wandelen met name vanuit het oogpunt van die trage paden nauw onder de loep genomen.

And we have closely examined walking there, particularly from the perspective of those slow paths.

Ik vond het echt perfect voorbereid door de mensen van de provincie.

I found it really perfectly prepared by the people of the province.

Er waren hele mooie bijdragen op de conferentie.

There were very beautiful contributions at the conference.

Maar ook mooi in beeld gebracht met een drone bijvoorbeeld.

But also beautifully captured with a drone, for example.

Hoe mooi die paden in onze provincie liggen.

How beautiful those paths are in our province.

En al direct aan de conferentie.

And right at the conference.

Als je nou zegt, kun je nou ook iets bereiken als statenlid met zo'n initiatiefvoorstel.

If you say, can you achieve anything as a state member with such an initiative proposal?

Werd er gelijk al genoemd dat door dit initiatiefvoorstel en de inventarisatie en onderzoek is gedaan.

It was immediately mentioned that due to this initiative proposal, an inventory and research have been conducted.

Van waar liggen die paden nu?

Where are those paths located now?

Zien we nog paden over het hoofd?

Are we overlooking any paths?

Weten we waar die trage paden liggen?

Do we know where those slow paths are located?

Was de opbrengst gelijk al goed?

Was the yield good from the start?

Want er zijn 20 nieuwe kerkpaden ontdekt binnen onze provincie.

Because 20 new church paths have been discovered within our province.

En 18 nieuwe jaagdpaden.

And 18 new hunting paths.

En 16 nieuwe historische paden.

And 16 new historical trails.

Nou het mooie daarvan is dat we dat nu weten.

Well, the nice thing about that is that we know it now.

En dat we dat ook kunnen opslaan in de chat.

And that we can also save that in the chat.

De cultuur historische atlas.

The cultural historical atlas.

En in die chat wordt bijgehouden waar welke paden liggen.

And in that chat, it is kept track of where the paths are located.

En wat de historische waarde ervan is.

And what its historical value is.

Dus voor mij was de conferentie echt het eerste uur al geslaagd.

So for me, the conference was truly a success right from the first hour.

Voor de rest denk ik dat het heel mooi is dat we gesproken hebben over wat nou ook de juridische regels zijn.

For the rest, I think it's very nice that we talked about what the legal rules are.

Wat is het kader als het gaat om die trage paden.

What is the framework when it comes to those slow paths?

En belangrijk is denk ik ook dat er een stuk bewustwording is gekomen.

And I think it's also important that a certain awareness has developed.

Bij gemeenteambtenaren, bij de provincie en bij de belangenbehartigers van het wandelen.

With municipal officials, at the province, and with the representatives of walking interests.

Dus al met al.

So all in all.

Ik vond het een groot succes.

I found it a great success.

En ik ben de mensen die eraan meegewerkt hebben dankbaar voor de opbrengst.

And I am grateful to the people who contributed to the result.

Ik denk dat ik wel voldoende heb aangegeven waarom wandelen belangrijk is voor de provincie.

I think I have sufficiently indicated why walking is important for the province.

In de campagne wil ik daar ook aandacht aan besteden.

In the campaign, I want to pay attention to that as well.

Op 4 maart heb ik een wandeling gedaan door Doornheen.

On March 4th, I took a walk through Doorn.

Een wandeling waar niet alleen het trage pad centraal is.

A walk where not only the slow path is central.

Maar ook bijvoorbeeld de cultuurhistorische waarde van een dorp als Doorn.

But also, for example, the cultural-historical value of a village like Doorn.

En de verschillende bezienwaardigheden daar te zien zijn.

And the various sights to be seen there.

Ik ben gestart bij huis Doorn.

I started at House Doorn.

Bij uitstek natuurlijk een belangrijk monument als het gaat om cultuurhistorisch erfgoed.

Of course, it is an important monument when it comes to cultural historical heritage.

De laatste Duitse keizer Wilhelm II heeft daar gewoond van 1920 tot 1941.

The last German emperor Wilhelm II lived there from 1920 to 1941.

Naast zijn we gelopen langs het monument.
