Iedereen ziet beren op de weg. Ja, ik heb gezegd, dan zit er maar één ding op.
Everyone sees bears on the road. Yes, I said, then there’s only one thing to do.
Dan gaan we al die koppen van die lagen een keertje met sleutelfiguren bij elkaar steken.

We hebben het al heel wat jaren over de energietransitie.
We have been talking about the energy transition for quite a few years now.
Waar het eerder nog bijzonder was als je zonnepanelen op het dak liet leggen of een elektrische auto reed, wordt dat nu steeds meer regel en steeds minder uitzondering.
Where it was once special to have solar panels installed on your roof or to drive an electric car, it is now becoming increasingly common and less of an exception.
Dat lijkt een hele optimistische stroom opwaarts, maar het is niet zonder gevolgen.
That seems like a very optimistic upward trend, but it is not without consequences.
De energietransitie wordt steeds meer voelbaar.
The energy transition is becoming increasingly tangible.
Denk aan overlast van windmolenparken of netcongestie, waarbij het nog maar de vraag is of bijvoorbeeld nieuwe woonwijken en ondernemingen allemaal van energie kunnen worden voorzien.
Think of the nuisance from wind farms or grid congestion, where it is still questionable whether, for example, new residential areas and businesses can all be supplied with energy.
Een transitie betekent dat knopen doorgehakt moeten worden en dat we tegelijkertijd niet helemaal weten waar dat doorhakken toe gaat leiden.
A transition means that decisions need to be made and that we simultaneously do not fully know where those decisions will lead.
Sterker nog, dat kunnen we in veel gevallen helemaal niet weten.
On the contrary, in many cases we can't know that at all.
Hoe maak je dan toch keuzes zonder dat je steeds terugvalt op grootse plannen zonder concrete uitwerking?
How do you make choices without constantly falling back on grand plans without concrete implementation?
Daar hebben we het vandaag over en dat doe ik met drie gasten.

Allereerst met Jacqueline van Dongen, wethouder in Zwijndrecht met onder meer de energietransitie en duurzaamheid in de portefeuille.

We zijn eigenlijk met van alles en nog wat bezig in Zwijndrecht. Ik ben altijd wel een beetje voorzichtig met knopen doorhakken, want dan heb je twee losse eindjes en moet je weer opnieuw beginnen.
We are actually busy with all sorts of things in Zwijndrecht. I tend to be a bit cautious about making decisions because then you have two loose ends and have to start over again.
Dus ik denk dat we op dit moment gewoon heel veel knopen ontwarren.
So I think that right now we are just untangling a lot of knots.
Bijvoorbeeld de netcongestie, samen optrekken met ondernemers. Wat hebben zij van ons nodig om verder te kunnen?
For example, the network congestion, collaborating with entrepreneurs. What do they need from us to be able to move forward?
Hoe kan ik de verbindende schakel zijn naar de netbeheerder?
How can I be the connecting link to the network operator?
Intussen gaat het warmtenet de grond in, maar moet je ook gesprekken voeren met de woningcorporaties in hun totale pakket van investeringen?
In the meantime, the heat network is being installed underground, but do you also need to have discussions with the housing corporations about their total investment package?
Moet je inwoners uitleggen wat je vandaag doet om over twintig jaar in die wereld van B te zorgen dat het goed blijft gaan?

...op een slimme manier.

Naar dat toekomstperspectief bij elkaar brengen in het hier en nu.
Bringing that future perspective together in the here and now.
En dat vraagt ondersteuning omdat regio's gewoon heel veel kennis nodig hebben...
And that requires support because regions simply need a lot of knowledge...
...die ze ook vanuit een andere regio graag willen gebruiken.
...that they would also like to use from another region.
Dus de kennisverbinding, het samen kennis ontwikkelen...
So the knowledge connection, developing knowledge together...
...en de knelpunten waar ze tegenaan lopen in die uitvoeringspraktijk...
...and the bottlenecks they encounter in that implementation practice...
...weer op de landelijke tafels terugleggen.

En dat is wat we eigenlijk doen.

Dus we zijn een soort oliemannetjes en vrouwtjes...
So we are a kind of oil men and women...

...that establish connections and bring knowledge in the regions.
Maar het ook weer tussen de regio's verbinden...
But it also connects the regions again...
...naar het nationale niveau.

Wat jou betreft zit er echt een onderscheid tussen NPRS en de RES.

Ja, dat is inderdaad mijn favoriete organisatiesocioloog.

Maar die heeft vele dingen gezegd en die hierop wel van toepassing zijn.

Maar wat ik zelf eigenlijk heel mooi vind...

...is dat hij het onderscheid maakt tussen complexiteit en gecompliceerd.

En dingen die gecompliceerd zijn, die zijn wel heel gewikkeld.
And things that are complicated are indeed very tricky.
Maar die kun je eigenlijk van tevoren vaak wel voorzien en kennen.
But you can often anticipate and know that in advance.
Dus je kunt snappen hoe het systeem in elkaar zit.
So you can understand how the system works.
En hij heeft het over complexiteit en dat is eigenlijk veranderlijk.
And he talks about complexity, which is actually variable.
Dus het verandert door te doen.
So it changes by doing.
En Wijk zegt dan, hij kan heel mooi one-liners maken...
And Wijk then says, he can make very nice one-liners...
...hij zegt dan van in een gecompliceerd systeem...
...he says then in a complicated system...
...dan is het first look and then leap.
...then it is first look and then leap.
Dus eerst kijken en dan springen.
So first look and then jump.
First look and then leap.
Look before you leap.
Maar bij complexiteit werkt het anders.
But with complexity, it works differently.
Dan moet je eigenlijk first leap and then look.
Then you actually have to first leap and then look.
Want eigenlijk het verandert door te handelen.
Because it actually changes by acting.
Dus je kunt eigenlijk niet vooruit kijken.
So you can't really look ahead.
Je kunt eigenlijk alleen maar vooruit doen.
You can really only move forward.
En door te handelen.
And by taking action.
En dan continu eigenlijk bij te stellen.
And then continuously adjusting actually.
Kun je die in een complex systeem toch vooruit komen.
Can you still make progress in a complex system?
En dat vind ik een heel mooi beeld.
And I think that's a very beautiful image.
Omdat het een beetje tegenstrijdig is.
Because it's a bit contradictory.
Je hebt het idee van, nou we gaan het eerst met z'n allen vooruit kijken.
You have the idea of, well, we're going to look ahead together first.
Plannen, in beeld brengen, in kaart brengen.
Planning, visualizing, mapping out.
En dan de ideale vorm eigenlijk vinden.
And then actually find the ideal form.
Maar Wijk zegt eigenlijk, dat heeft helemaal geen zin.
But Wijk actually says, that doesn't make any sense at all.
Want op het moment dat je één ding gedaan hebt, dan is het alweer veranderd.
Because at the moment you have done one thing, it has already changed.
En de enige manier om toch vooruit te komen...
And the only way to move forward anyway...
...is dus door te doen, te handelen.
...is therefore done by doing, by acting.
Ja, en te zien wat er dan gebeurt.
Yes, and to see what happens then.
En daar weer op verder te gaan.

Nou, en dat vind ik een heel mooi beeld.
