Toen moesten wij heel rap, samen met een andere collega, moest ik heel snel naar dat punt waar die overdracht zou plaatsvinden.

En snel is echt snel, dus we kregen een dienstopdracht dat we gewoon een maximum snelheid kunnen overschrijden en gewoon als een malle die kant op.

Achter het stuur zit rechercheur Leendert. Via het belsysteem in de auto worden Leendert en zijn collega continu op de hoogte gehouden.

Secret hormones.

Het is 2013 als de NVWA-IOD wordt geopend.

It is 2013 when the NVWA-IOD is opened.

Ze worden gebeld door het laboratorium van de douane.

They are being called by the customs laboratory.

Ze hebben een verdacht pakketje onderschept en de kennis en kunde van de experts van de IOD is keihard nodig.

They intercepted a suspicious package and the knowledge and expertise of the IOD experts is absolutely necessary.

Het poeder dat in het pakketje zit blijkt namelijk potentieel gevaarlijk voor mens, dier en milieu.

The powder in the package turns out to be potentially dangerous for humans, animals, and the environment.

De IOD besluit meteen in actie te komen.

The IOD decides to take action immediately.

Bij zo'n actuele en dringende zaak is het eerste dat telt de illegale en gevaarlijke handel zo snel mogelijk bij de bron aanpakken.

In such a current and urgent matter, the first priority is to tackle the illegal and dangerous trade at its source as quickly as possible.

De daders met behulp van opsporingsdienst.

The perpetrators with the help of law enforcement.

Ze moeten de opsporingsmiddelen achterhalen en het spul uit de keten halen.

They need to track down the detection resources and remove the stuff from the chain.

Wat is er precies aan de hand in dat lab?

What exactly is going on in that lab?

Wij kregen vanuit de douane in Nijmegen een pakketje opgestuurd en daar zat wit poeder in.

We received a package from customs in Nijmegen, and it contained white powder.

Vijf zakken A1 kilo wit poeder.

Five bags of 1 kilo of white powder.

Aan ons werd gevraagd van wat is het en dan ook natuurlijk onder welke wetgeving valt het eventueel.

We were asked what it is and also, of course, under what legislation it may fall.

Marielle Zwaagstra is chemicus in het douanelaboratorium.

Marielle Zwaagstra is a chemist in the customs laboratory.

Ze is eindverantwoordelijke.

She is ultimately responsible.

Voor het monsteronderzoek in het lab en gespecialiseerd in geneesmiddelen.

Als het pakketje uit Nijmegen binnenkomt lijkt het op het eerste oog bekend terrein.

Witte poedertjes krijgen ze wel vaker binnen.

Anabolen, afslankmiddelen, drugs.

Anabolics, weight loss drugs, drugs.

Maar hier zit wat anders in volgens het etiket.

Kaliumcarbonaat.

Potassium carbonate.

Een vrij onschuldig stofje maar in het laboratorium gaan meteen de alarmbellen af.

Het is een grondstof waar je bijvoorbeeld zeep mee kan maken.

Het is eigenlijk vrij onschuldig.

En dat is wel iets wat we kennen.

Daarnaast is ook de afkomst van het pakketje opvallend.

Kaliumcarbonaat is geen exotisch stofje.

En ook vrij makkelijk in Nederland te krijgen.

Waarom zou je het dan importeren?

De vermoedens van fraude stapelen zich op.

En krijgen een zeer opvallend resultaat binnen.

Het witte poedertje is geen kaliumcarbonaat.

Sterker nog, het is iets wat bijna nooit in het lab te vinden is.

In fact, it is something that is almost never found in the lab.

We vonden hier de stof ijsgradiool.

We found the material ice gradiol.

En die hadden we eigenlijk nog niet eerder gezien.

And we hadn't actually seen that before.

Dus dan is het ook voor ons zo'n eerste keer...

dat je zo'n stof aantreft even zoeken.

Van oké, we weten het is een vrouwelijke geslachtshormoon.

Maar op het doosje vonden we aanwijzingen.

De bestemming was iets wat meer een beetje in de veterinaire hoek zat.

Dus de dierenhoek, zeg maar, die geneesmiddelen.

So the animal corner, let's say, those medications.

Voor geneesmiddelen is een gebruikelijke dosis van die ijsgradiool...

Hier staat er wel wat risico's aan aan deze stof.

maar 17-beta-oestradiol.

De hoek van diergeneesmiddelen is een volledig nieuwe voor het lab.

En daarom nemen ze contact op met de NVWA.

Daar zijn ze wel bekend met het middel.

They are well acquainted with the substance there.

En het gebruik ervan.

Of beter gezegd, het illegale gebruik ervan.

De IOD komt meteen in actie.

Ik denk dat ze de dag daarna al bij ons op de stoek stonden...

17-beta-oestradiol.

17-beta-estradiol.

Een vrouwelijk geslachtshormoon.

A female sex hormone.

Dat heeft Marielle al.

Marielle already has that.

Om illegaal toe te dienen aan kalveren.

To illegally administer to calves.

Maar waarom zou je dat doen?

But why would you do that?

Jan Schriks, expert diergeneesmiddelen bij de NVWA, legt het uit.

Er zijn tijden dat er meer van die hormonen zijn...

en tijden dat er minder van die hormonen zijn.

and times when there are fewer of those hormones.

Je kent de cyclus van de vrouw.

You know the cycle of the woman.

Dat is een goed voorbeeld ervan.

That is a good example of it.

En als je dus inderdaad nog meer toedient van buitenaf...

And if you indeed administer even more from the outside...

dan komt het dier in een soort overdrive.

Then the animal goes into a kind of overdrive.

En die overdrive, dat is precies wat de ontvanger...

And that overdrive, that's exactly what the receiver...

van dit verdachte pakje wil bereiken.

to reach this suspicious package.

Overdrive in de vetafbraak van het dier.

Overdrive in the fat breakdown of the animal.

De bedoeling is natuurlijk dat het dier minder vet maakt...

The intention is of course that the animal becomes less fat...

of vet afbreekt zelfs.

or breaks down even fat.

En de energie gebruikt voor spier aanzetten.

Want dat wordt het vlees.

Daar zit de crux. Meer vlees.

Sinds 1961 in Nederland en sinds 1988 in heel Europa.

Het handelen in het spul is dus strafbaar.

Dealing in the stuff is therefore punishable.

Maar dat niet alleen.

But not only that.

Omdat het hormoon wordt toegediend aan kalveren...

die later worden geslacht voor menselijke consumptie...

those later to be slaughtered for human consumption...

is deze handel, naast illegaal, ook een vorm van voedselfraude.

Is this trade, besides illegal, also a form of food fraud?

Daarnaast is het slecht voor het dierenwelzijn...

en komt het imago van het Nederlandse vlees...

Kortom, genoeg redenen voor een onderzoek.

De IOD wil weten waar dit spul vandaan komt...

wie het verhandelt en waar het naartoe gaat.

De rechercheurs storten zich direct op de vermoedens...

en verdenkingen van de douane, het lab en de IOD.

Die verdenkingen zijn tweeledig.

The suspicions are twofold.

Er is een verdachte verkoper...

There is a suspicious seller...

een facilitator die handelt in illegale en verboden middelen...

a facilitator who deals in illegal and prohibited substances...

en die ook nog eens doet voorkomen dat er iets in het pakketje zit...

and who also makes it seem like there is something in the package...

dat er niet in zit.

that it is not in there.

Maar er is daarnaast nog een verdachte.

But there is another suspect as well.

De koper van dit pakket.

The buyer of this package.

Degene die het groeihormoon straks gaat toedienen aan de kalveren...

en zich strafbaar maakt aan het gebruik van illegale middelen.

via de overdracht bij de verdachte terecht te komen.

In dit systeem staat de levering aangemeld als gearriveerd in Nederland.

En dat blijft zo staan tot de douane het vrijgeeft.

We hebben gebruik van gemaakt. We hebben gevraagd aan de douane.

We have made use of it. We have asked the customs.

Hou het pakket nog even on hold.

Keep the package on hold for a while longer.

Werd het pakket eruit gelegd. Het bleef wel in het systeem staan.

The package was taken out. It still remained in the system.

Zodat iemand die kan gewoon inloggen in het systeem...

So that someone can just log into the system...

die kan zien, oh, mijn pakket is onderweg.

who can see, oh, my package is on its way.

Dat onderweg wouden we zo lang mogelijk vasthouden...

We wanted to hold on to that on the way for as long as possible...

om voor ons tijd te creëren om wat met het pakket te gaan doen.

Omdat de zaak zo actueel is, moet er direct worden gehandeld.

Because the matter is so current, action must be taken immediately.

worden met spoed vrijgemaakt. En Jaap stort zich op de groeihormonen.

Dus dat betekende dat we eigenlijk beet hadden.

En het was ook zaak dat we dat snel moesten doorpakken ook.

We hadden maar één doel. En dat was ons gezamenlijke doel.

We had only one goal. And that was our joint goal.

Die zaak moet rondkrijgen. En goed ook.

That case needs to be closed. And well too.

Ook Jaap is er al snel over uit. Het pakket moet gevolgd worden.

Het vermoeden was, gezien de veelheid van het materiaal...

Achterhalen wie de verkoper is, wie de koper is...

Finding out who the seller is, who the buyer is...

en waar het spul terecht komt.

Tijd voor groffer geschut. Opsporingsmiddelen.

Wat we daarmee hebben gedaan, en natuurlijk in overleg met de officieren...

we hebben daar kortweg gezegd, het pakket hebben we geprepareerd.

In short, we have prepared the package there.

We hebben de afluisterapparatuur eraan toegevoegd.

We have added the listening equipment to it.

Een sensor en een microfoontje.

Met een batterijtje, helemaal onderin het pakket, helemaal geprepareerd.

Dus we hebben hem eruit gehaald, geprepareerd...

en toen een dag later in het systeem gezet...

zodat de verdachte zag van, hé, het pakket staat er nog.

En toen werd hij ook vrijgegeven.

Maar is dat niet onverstandig?

Wat nou zo handig is, ze weten al wie die persoon is.

Deze man heeft een hele lange historie bij ons al intern.

Dit was een grondstoffenhandelaar deze man.

This man was a commodities trader.

Met name grondstoffen voor diergenismiddelen.

In particular, raw materials for veterinary medicines.

Dus hij was echt een autoriteit op het gebied van diergenismiddelen.

So he was truly an authority in the field of animal genetics.

En grondstof, et cetera, alles wat er omheen hangt.

And raw materials, et cetera, everything that is associated with it.

Dus hij wist er heel veel van.

So he knew a lot about it.

Hij was al gepensioneerd in principe.

He was already retired in principle.

Maar hij is doorgegaan met zijn handeltje.

But he continued with his little business.

Hij heeft gouden tijden gekend.

He has known golden times.

Die gegevens op het etiket zijn trouwens handig voor nog veel meer dingen.

Het opsporen van de telefoonnummers van de verdachte bijvoorbeeld.

Leenert klopt aan bij het Openbaar Ministerie met een aanvraag voor een telefoontap.
