This is Utah's Morning News. I'm Tim Hughes.

And I'm Amanda Dixon. KSL's top story this hour.

The families of the people killed or injured in a school shooting in Georgia this week

have just left a courtroom where they watched as the 14-year-old accused of

shooting in that Georgia school faced a judge for the first time.

You are under 18 years old.

So I wanted to inform you and make it clear to you

that the penalty,

for the crimes for which you are charged,

does not include death.

It includes life without the possibility of parole

or life with the possibility of parole.

That was followed by the boy's father facing the judge.

He's charged with involuntary manslaughter, second-degree murder,

and cruelty to children for giving his son access to the weapon used in the shooting.

Neither the boy nor his father entered a plea this morning.

We will continue to follow the story as it develops.

Also new this morning, U.S. employers added 142,000 jobs last month,

which was lower than expected.

But the unemployment rate dropped to 4.2%.

Zions Bank senior economist Robert Spenlove joined us earlier,

saying the Federal Reserve has given strong signs that they will start cutting rates.

The big debate has been whether they're going to cut by a quarter point

or a half point in that next meeting.

I think with this report, the Fed will be leaning more towards a quarter point.

We didn't see...

real weakness in this report.

It's pretty close to what we would expect.

And so I don't think the Fed will be justified in going half a percent.

The Feds will meet again in two weeks.

In other local news, a man accused of a hit-and-run accident in Kearns has been arrested.

Tim, Unified Police arrested the suspected driver last week.

KSL.com reports the accident happened on July 21st when a vehicle going west on 5400 West,

which...

Police say was driven by Luis Sebastian Enciso,

hit a pole, jumped the median, and hit a vehicle going east,

sending three people to the hospital.

Police say Sebastian Enciso and two others left the vehicle and took off on foot.

Right now, they're also investigating Christian Enciso...

Christian Enciso for claiming to be the driver of the vehicle that night.

Provo City is temporarily closing an intersection

where a young woman was hit and killed by a car two years ago.

KSL TV's Daniel Woodruff has more.

I think it's going to help pedestrian safety.

David Mickelson is a Provo City engineer.

I think there are ways that we could have left this open with the bridge construction,

but I think with that incident, we didn't want to take that chance again.

Mickelson says closing the road will prevent vehicles from darting in or out.

Eventually, the new bridge will have much more room for pedestrians,

and he wants sunflowers to have a permanent place in this spot.

Sunflowers were a favorite flower of the woman who was killed in 2022.

A Kaysville police officer who,

despite being shot eight times,

is now in another fight for his life.

KSL News Radio's Tammy Kikuchi joins us live.

Tim, Jared Jensen was just four months into his career as a Kaysville police officer

when a man pulled a handgun on him and emptied eight shots toward him

as he sat in his patrol car.

Every shot missed.

Now, more than a decade later, Jensen is fighting brain cancer.

Fellow members of the Violent Fugitive Apprehension Strike Team

surprised Jensen to show support as he recovers in rehab.

His family told the group that Jensen had been in a coma for a week following surgery.

A GoFundMe account has been set up for Jensen, his wife, and two children.

The BYU football team is in Dallas this morning,

getting ready to play the SMU Mustangs tonight.

KSL sports anchor Sam Farnsworth says the first meeting between the two schools

was in 1980 for the Holiday Brothers.

Often referred to as the Miracle Bowl,

where Jim McMahon's Hail Mary pass won the game on the final play.

The next meeting was in BYU's 14-1 1996 season.

A 31-3 Cougars win that saw Steve Sarkeesian pass for 358 yards in the game.

BYU also beat SMU in 1997 and then again in the New Mexico Bowl in 2022.

The game tonight starts at 5 p.m. with our pregame here on KSL News Radio

starting at 3 as you head home from work.

You could say the Cougs are dogs.

Going into this one tonight, they're down by 10 points

or expected to be on the short side by 10 points.

All right, let's take a look at first look traffic here, Andy.

Just had a car move down to the way there.

Yeah, it was North 15.

It was in the middle lane just before 5300 South.

That's why traffic was coming to such a solid backup right now,

which is still the case between 7200 South and 53rd South.

But now that it's out of the way,

that volume is going to start moving a little bit quicker.

We also have a southbound crash coming in from Davis County.

It's just before the Rose Park.

Turn off at 1000 North.

Traffic's backed up, though, all the way to the North Interchange,

even though the crash is now over on the right shoulder.

I'm Andy Farnsworth in the KSL Traffic Center.

Nearly half of the leadership positions in the state's counties are now held by women.

A new report from Utah State's Women in Leadership Project

finds that women hold nearly 46% of all county leadership positions.

That's up 3% since 2020.

The project's director, Susan Madsen,

says that while the report doesn't pinpoint why,

an inclusive culture can make all the difference.

It's really a supportive leadership culture.

And if there's an early woman that becomes a leader,

then other women see that that's a good place for them to be employed and move up in leadership.

Madsen distinguished, though,

that while 55% of supervisor-type roles were held by women,

that number was much lower when it came to executive leadership positions or elected offices.

Hundreds of trees in the Fair Park community of Salt Lake City

were accidentally sprayed with weed killer last October.

Many of them died.

Now the city plans to make up for the mistake.

KSLTV's Garner Mejia spoke with the city park's director, Toby Hazelbaker.

It'll be two years before the soil is decontaminated enough to replant.

In the meantime, they'll bring new trees out and planters.

So we can almost instantly be able to have some shade and some beauty back.

The city will also plant twice as many trees as were lost,

a token of goodwill to the impacted Fair Park community.

For every one tree lost,

we're going to replace it.

That, of course, won't all fit into these park strips,

so we're going to be trickling trees out into the local neighborhoods and parks.

This accident is going to cost taxpayers about a half million dollars.

A birdkeeper who dedicated 13 years to caring for Tracy Aviary's longest resident

was moved to tears seeing a sculpture created in the honor of Andy the condor.

Andy, a condor loved by over 20,000 Facebook followers

for his unique charm and bond with visitors,

passed away from natural causes a year ago.

Helen DeShaw, who spent well over a decade walking the grounds with Andy and greeting visitors,

acknowledged that life at the Aviary hasn't been the same without her.

If only people realized just wanting a million.

It's like unbelievably irreplaceable.

Despite her grief, she's devoted the past nine months to helping artist Adam Matano

craft a bronze sculpture commemorating Andy.

It looks just like him.

The official unveiling of the sculpture will take place tomorrow morning at the entrance at 10 a.m.

A northbound crash on I-15 right around 5300 south in Murray has been cleared out of the way, it looks like.

Save up to 20 cents a gallon. Well, that's a lot of residual slowing in Murray, Andy.

Yep. That's from when a vehicle broke down in the middle lane and they had to push it over to the

shoulder and they've been trying to push it off the freeway at 5300 south. So we still have some

leftover delay between the 90 south and 5300 south exits, although it's not entirely backed

up the entire way, but it is slow through most of that stretch. And then there's still some

slowdowns as you turn off on the I-80 from I-15. And, uh...

201 freeway has been pretty slow in Taylorsville, uh, or excuse me, between, uh, Bangor Highway and

3200 west. Taylorsville-Bangor delays are gone. Heather?

Davis County drivers will see their slowest stretch of travel on southbound I-15 from the

north interchange in North Salt Lake into downtown. That was due to an earlier crash.

It had been blocking a couple lanes of travel. It was quickly moved over to the right shoulder,

and now it's completely gone. So there's no flashing lights, anything to hold you up.

It'll just take time to clear out the delays.

Parkway also slowing down northbound through Woods Cross and Bountiful. That is due to lane

restrictions. Eric?

Still got one vehicle without a tire, and that's over on the right shoulder, northbound I-15 in

Linton. And that was part of a couple of things that were slowing things down. There's still got

slowdowns from 1600 north and warm up to the Pleasant Grove Boulevard exit. That car without

the tire, that's over on the right shoulder. So just stick to the left. You probably won't have

any problems. I-15 otherwise in Utah County, looking good to all the county drivers.

No problems really this morning, SR-36 heading up to I-80.

UDOT Construction Alert. Plan ahead for intermittent ramp closures on I-80 and I-215 near the mouth of

Parley's Canyon this Saturday night, while crews install new lane striping. Eric Butler in the KSL

of Education discusses their plan to address lunch debt in our schools. On KSL News Radio's Mark

Center. 90s in the forecast for the weekend and for most of the seven day. Then we've got a cold

front. I'm Matt Johnson. Right now, 64 degrees at the KSL Common Spirit Health Studios. Both

the suspect and his father making court appearances in Georgia from the KSL Common Spirit Health

School shooting. Let's get the latest from ABC News. From ABC News. I'm Sherry Preston. The father

of the 14-year-old suspect in the deadly Georgia school shooting this week will remain jailed

without bail. Colin Gray appeared in court a short time ago wearing a striped jumpsuit. His

appearance coming shortly after a court appearance for his son Colt, who was accused of killing four

people at his high school on Wednesday. The judge in that case letting him know. You are under 18

years old. You are under 18 years old. So I wanted to inform you and make it clear to you that the

penalty for the crimes for which you are charged does not include death. And Colt Gray will also

remain in detention. His lawyers did not ask for bail. Let's go in depth on this a little bit here

because Dave and Dujanovic are going to be talking about it starting at the top of the hour. The dad

of that 14-year-old alleged gunman in Georgia now facing murder charges himself. This is an

interesting conversation, Dave. I think it really is. I think it really is. I think it really is. I

don't know if two makes a trend, but we saw something similar happen in Michigan when there

was a school shooting. Ethan Crumbly was the shooter and then his parents, Jacob and Jennifer

Crumbly, were actually sentenced to 10 years in prison for what was described as not stopping a

runaway train. So the question I have is, should parents be charged? Should parents be held

responsible for the bad decisions of their children? At what point,

are the children responsible exclusively for their own actions? And I think that's a little bit of a

struggle because we are grieving. We are so sad for these terrible tragedies and we want to try

to prevent it in any way. And I think we are starting to expand our scope of who we want to

blame because it's never just one situation. And do we blame the people that may have bullied

the person that led to these tragedies?

How far do you go or do you have to limit it to the person that committed the act and committed

the crime? And that's what we're trying to figure out on our show today. And the discussion we've

had this morning just amongst ourselves is, is this because it was a gun? If let's say a 14-year-old

got into a car and ended up killing four people and mom and dad had left access to keys, for

instance, would it play out the same way? It's a great question. I think we are trying to figure

that out as a society because we obviously were trying to prevent these kinds of things from

happening. Now, what makes this in particular interesting is that the FBI law enforcement

went to this family, talked to the dad, talked to the son about threatening school shooting type

threats that he had made online. So he had already been warned. The dad was aware that

this was a possibility.

That affects what happened here, I think.

I would agree. And then to gift his son a gun after that.

After that.

Yeah.

He might not have been charged had it not been for that.

Perhaps. But at the same time, that was not necessarily the case with what happened in

Michigan. There wasn't police that showed up at the door. And the Michigan-

Yeah.

But with Crumbly, they called him to the school. They wouldn't come get him.

Right.

He had drawn pictures. So they were obviously aware too.

Right. I mean, so it's like, what's,

what is the appropriate response, right? I mean, it's, it's a struggle right now that I think we're

trying to figure out what to do. And it's a tough, it's a tough thing to answer.

And there does seem to be a trend here. So we'll look forward to the conversations coming up.

Well, Amanda, right now, if you're on I-15, you've got northbound lanes slow between Sandy and Midvale,

not Crumbly.

Quite into Murray like it was earlier. And the highway patrolman's gone from the left shoulder

at 53rd South. Did we, did just hear that somebody dropped a ladder into traffic on 215 around 3,500

South on the Westside Belt. Haven't seen it yet, but be careful if you're traveling through that

area. Bangor though, looking much better now, Taylorsville and West Valley. Heather?

We did have a crash southbound I-15 right near 600 North. Now that cleared out of the way about

10 or 15 minutes ago, but we're getting reports there may be another crash in that same area.

And traffic is, does continue to slow down as you come down from the north interchange in Beck Street

toward downtown Salt Lake. So just be aware of that. You may have to add a few extra minutes to

your commute, or you can always exit at Beck Street and take that as your alternate. No problems

further north right now on I-84, US-89. The earlier crash in Ogden on 24th Street has cleared. Eric?

No more delays now. Northbound I-15 in Linden, although the, well, a couple of crashes did

happen and one of them was a disabled vehicle. It's still over on the right shoulder. But right

now you're looking at a 30-minute drive northbound from Santa Quinn to Point of the Mountain into

the Wasatch Back. We go on I-80 and no problems on I-80 eastbound going up to the top of Parley

Summit and then all the way to the Kimball Junction exit. Common spirit. Hospitals, clinics,

We've got a report of a rollover crash in Riverton, though,

on 126 South between Redwood and 2700 South.

About 20th West.

And there is some eastbound delay, especially going through that area.

We are looking pretty good through Weber and Davis County.

You may have some residual brake lights.

Southbound I-15 just after Beck Street toward downtown.

That was due to an earlier crash.

Legacy Parkway also a little bit slow from time to time.

That's all northbound as you make your way.

Through Bountiful due to lane restrictions.

But the earlier crashes that we did have have all cleared.

If you're out in the Provo Airport area and you're heading east on Center Street over to the freeway,

intending on going south, you still can.

But there is a crash there right at the beginning of the entrance ramp to go southbound I-15.

No delays, though.

And I-15 continues to look good northbound, southbound throughout the county.

The State Board of Education is going to spend time.

Focusing on school lunch debt today.

There have been several efforts to pay off existing debt.

KSL Newsradio's Mark Jackson has more.

Governor Spencer Cox hit X, formerly known as Twitter, this week with a promise to wipe out state school lunch debt.

Partially by redirecting $1.2 million into a new grant program.

Silicon Slopes Executive Director Clint Betts has already donated all net proceeds from its memberships to the Utah Lunch Debt Relief Foundation.

But says it's not enough to wipe it clean.

Also on board.

Utah Representative Tyler Clancy says he is still trying to get his proposal funded.

Would appropriate $4 million to pay for a program.

That would appropriate $4 million to pay for a program that would eventually provide meals for free to qualifying students.

The 14-year-old accused of shooting and killing four people at Appalachee High School in Georgia.

Appeared in court this morning and heard the charges against him.

That was followed by his father also appearing in court to face charges accused of giving his son access to the gun.

In the second degree, felony murder in the second degree, the maximum penalty for each count is up to 30 years imprisonment.

Neither of the two entered a plea this morning as they both planned to get new attorneys.

Hunter Biden pleaded guilty to nine tax-related charges in Los Angeles.

ABC News correspondent Peter Harlambus.

Covering the case.

Hunter Biden's foreign business activities, which were expected to really come into the spotlight during this trial.

Those were, you know, a major point for congressional Republicans who investigated it for years, searching for impeachable conduct.

They issued a report last month where they said they ultimately found what they believe to be impeachable conduct based on that foreign business activity.

But they didn't really recommend any next steps.

And the entire impeachment based on Hunter Biden seemed to fizzle in a way.

Biden was convicted by a Delaware jury in June on three felony charges related to his purchase of a firearm in 2018 while addicted to drugs.

The White House hopes to build more solar farms and they're considering land near the Great Salt Lake.

In addition to land south of the Great Salt Lake, they're also looking at areas near Capitol Reef National Park and Skull Valley.

Bailey Brennan with the National Wildlife Federation told the Deseret News officials need to be cautious using public lands for renewable energy to make sure they protect wildlife habitats.

Director Randy Spivak says building solar panels can use over 5,000 acres of water.

While the center supports solar, Spivak says there should be buffer zones to reduce the conflict of solar panels and wildlife.

Researchers at the University of Utah are the latest to look at the dust that comes from dried up sections of the Great Salt Lake.

KSL Newsradio's Josue Sanchez reports.

Researchers found that dust from the Great Salt Lake reacts with the cells in your lungs, causing damage.

Professor of Atmospheric Sciences Kevin Perry says when inhaled,

the dust can worsen pre-existing conditions like asthma, COPD, and could cause cancer.

Perry says the next step is to work with medical researchers to see which health effects would happen with different concentrations of dust in the air.

Researchers say it's important to stay inside to avoid breathing in dust coming from the lake on days when the pollution levels are high.

A new study also underway to find out the impacts of gravel pits on surrounding communities.

South Weber City Manager David Larson says they will comply with all the information that's been requested of them,

and provide a lot more.

We chose to add this more personal story of what residents are experiencing day to day.

They want the state to be aware of the health concerns and cleanliness issues in their city because of the ongoing dust from gravel pits.

So far, they've already gotten over 150 surveys in just 24 hours.

Larson hopes the personal stories will help open the lines of communication between the city, state, and gravel companies.

And right now, if you're on North 15, you've still got some slowing in Midvale, but thinning out from what it was earlier.

Some southbound delay picking up again this morning in Taylorsville, just like we had yesterday near the 4700 south exit.

And never did see the latter in traffic somewhere between 35th and 21st south.

Hopefully that means they got it out of the way.

And then we have a rollover crash in Riverton at 126th south, and it's officially Park Avenue, but it's about 20th west.

Governor Spencer Cox is asking federal leaders to help western states improve the future for outdoor recreation.

Governor Cox and New Mexico Governor Michelle Lujan Grisham signed a letter urging the Senate to pass legislation to address support, infrastructure, and management challenges.

Specifically, they're asking the federal government to consult with state and local communities more,

bolster housing availability for land management workers, and grow said workforce by hiring more veterans.

Governor Cox is fighting to give the state more control over public lands,

but he and Governor Grisham say they're hoping to work with federal leaders for the future of western communities.

Deer Valley's owner is pouring more than $300 million into the resort.

Altara Mountain Company plans to spend the money on mountain improvements such as snowmaking enhancements, summer activities, and resort infrastructure.

There will be a preview this winter when the first chairlifts spin out of Deer Valley's East Village,

opening up more than 300 new ski ablutions.

There will also be new access from U.S. 40, which should reduce traffic through Park City.

When all phases are complete, there will be 3,700 more acres of skiable terrain,

more than doubling the size of the resort and making Deer Valley one of the biggest resorts in North America.

It's a rollover crash and they're having to zigzag the eastbound traffic through to get by.

There's also the left turn lane onto a park lane that's blocked.

Again, this is 126 south Riverton.

I-15 still slow in Midvale from about 7,200 south overpass up to 53rd and we still have that southbound delay on 215 near 4,700 south.

Looks like we're back to normal freeway speeds on almost all the major roadways through Weber and Davis counties.

That includes I-84 through the mountains, US-89, I-15.

Legacy Parkway from time to time will slow down and that's going northbound through West Bountiful, Woods Cross.

That's all due to road construction only.

The right lane is open.

But right now we don't have any accidents reported on city streets or the freeways.

Getting onto the freeway in Utah County.

A little bit busy on Highway 6 in Spanish Fork.

Further up north on 2100 north in Lehigh.

But in Provo you've got a crash.

It's not actually causing any delays.

But if you're eastbound on Center Street going from the airport over towards the freeway right at the entrance ramp,

the beginning of the entrance ramp, you've got a crash there.

But as I said, not.

Blocking and not causing any delays.

BYU football plays their second game tonight.

They're on the road as underdogs to the SMU Mustangs.

BYU insider Mitch Harper joins us live from Dallas.

What's the weather like there in Dallas, Mitch?

It's been humid, high 80s, but pretty clear skies.

So it should be a good night of football here in the Dallas area.

They're calling it great fall weather, but it's a lot more humid.

And we're used to in Salt Lake.

These Mustangs have really been on a tear offensively at home.

They've been averaging over 50 points a game, but they struggle still against power conference teams, don't they?

They do.

They haven't won a game against a power conference opponent since 2002.

Now, this is their first year back in a power conference.

They're in the ACC now, but even their head coach, Rhett Lashley, he hasn't defeated a power conference opponent yet.

And he's in his third season at SMU.

It's a kind of a prove-it game for both teams.

SMU looking to live up to some high expectations, whereas BYU, have they truly turned a corner as a team from last year?

You know, this is a great prove-it spot for both squads.

So how aggressive does our defense need to be to stop their quarterback in their run?

They need to have a big game because SMU's offensive line has had some issues through the first two weeks of the season.

They had to reshuffle their starting offense.

They had to reshuffle their starting offensive line.

They had to reshuffle their starting offensive line last week after an underwhelming performance in their first game.

So I think there's opportunities here for BYU, led by defensive end Tyler Batty, to, you know, have an impact and create some havoc,

which is something we've been talking about for years with this BYU defense.

Well, you could talk about, you know, BYU's defense slowing down the quarterback, but there's actually two of them.

So do they have different skills that they had to prepare for?

A little bit.

But both Preston Stone and Kevin Jennings for SMU are dual-threat quarterbacks.

It's interesting.

SMU will play Preston Stone, the starter, on drives one and two, and then Kevin Jennings on three and four.

At least that's how it's gone the first two games for SMU.

And then after that, they kind of decide who's playing better between the two of them.

So BYU has to be ready for both quarterbacks, but both can run.

And last week, BYU gave up 121 rushing yards to a quarterback.

On the go.

On the ground.

That was Southern Illinois quarterback.

So containing the QB run game will be critical for BYU's defense.

And Jake Retzlaff's number two outing.

We're excited to see him.

Yeah, he was really good last week and honestly silenced any talk about should there be a two-quarterback system for BYU.

And, you know, 348 passing yards.

That was the best offensive performance in two years for BYU's offense.

And he was a big reason for that.

But, you know, SMU, they've got a physical defensive front seven, but they've also got some questions at cornerback.

So can the explosive playmaking ability through the air that BYU showed last week continue?

That's a big question coming into the night.

So the Cougs a little bit of an underdog tonight.

I know you expect this one to be close, don't you?

I do.

And, you know, BYU, I felt last week, you know, showed signs that this is a different football team.

They're mature, too.

So, you know, BYU is, I think, going to be more disciplined.

You know, SMU has been averaging eight penalties per game their first two games.

BYU kept those to a minimum last week, only had three penalties.

And I just think BYU's always got at least one upset in them in the first month of the year.

Kalani's got a history of that.

And I'm trending towards BYU potentially pulling the upset here.

But it's going to be a game that goes down to the wire in the fourth quarter, I believe.

It's Redwood Road that's the focus at the moment, Andy.

Yeah, well, it's near Redwood Road.

It's on 12600 South in Riverton.

And it's eastbound traffic that's backed all the way past 3200, almost to 3200 West, pardon me, over towards Redwood.

The crash itself is near Park Avenue by the Taco Bell and the Starbucks there in Riverton on 12600.

The freeway, I-15, has got some southbound delay creeping in now, approaching 114th South.

And a little bit of northbound slowdowns between 215th and 53rd.

Heather?

I-15 is traveling at speed right now.

The entire distance from Ogden to Salt Lake, that is under 30 minutes, no matter where you hop on the freeway in Ogden.

But you do have a bit of congestion still on US-89, especially near I-84 interchange, as well as Harrison Boulevard in South Ogden.

Otherwise, things are looking pretty good with no accidents reported right now.

Eastbound Center Street in Provo, going over to the freeway from the airport or other areas.

You've got a crash on the on-ramp to go southbound I-15.

It's on the shoulder of the on-ramp from Center Street.

So cars are able to get by there, even though it's only one lane to get to use, you are able to use it.

No problems getting onto the freeway from that point.

And I-15 looks great across Utah County.

This is why we've got slowdowns going back past 106th and towards the 90th South exit.

The other is a rollover on 126th South at Park Lane, which is about 2,000 West in Riverton.

That's got eastbound traffic backed up past 2,700 West.
