verbunden. Einerseits sind Sie engagiert im Internationalen Bund und andererseits sind Sie im Arbeitskreis für das freiwillige soziale Jahr verbunden. Darauf werden wir gleich noch eingehen.

Vielleicht können Sie kurz was zum Internationalen Bund sagen und wie der in dem Bereich aufgestellt ist.

Perhaps you could briefly say something about the International Association and how it is structured in that area.

Also im Internationalen Bund bin ich beschäftigt. Der Internationale Bund ist ein bundesweit tätiger Träger der Jugendsozial- und Bildungsarbeit.

So I am employed at the International Association. The International Association is a nationwide organization involved in youth social work and education.

Mit über 12.000 Mitarbeitern und tätig an über 300 Standorten in der Bundesrepublik Deutschland.

With over 12,000 employees and operating at more than 300 locations in the Federal Republic of Germany.

Nur in Deutschland?

Im Wesentlichen nur in Deutschland. Es gibt auch auswärtige, ausländische Gesellschaften, die zum Internationalen Bund gehören. In Polen, in der Türkei, in China als die Länder, die mir im Moment einfallen und die wohl die wichtigsten sind.

Essentially only in Germany. There are also external, foreign organizations that belong to the International Federation. In Poland, in Turkey, in China – these are the countries that come to my mind at the moment and are probably the most important.

Was macht den Bund dann so international, wenn er im Wesentlichen in Deutschland engagiert ist?

What makes the federation so international, if it is essentially engaged in Germany?

Der Internationale Bund hat seinen Namen vor allen Dingen aus seiner Geschichte abgeleitet. Und zwar wurde er 1949 gegründet. Vor allen Dingen als Reaktion auf die vorherige etwas überstrapazierte nationale Orientierung in Deutschland.

The International Federation derived its name primarily from its history. It was founded in 1949, mainly as a response to the previously somewhat overstretched national orientation in Germany.

Man wollte auch durch den Namen bekunden, dass man weg wollte von dieser einseitigen nationalistischen Orientierung.

One also wanted to show through the name that one wanted to move away from this one-sided nationalist orientation.

Das heißt, der Internationale Bund ist, kann man sagen, vor allem deutschlandweit engagiert und bietet selber Möglichkeiten an, sich zu engagieren. Das erstreckt sich jetzt sicherlich nicht nur auf die Möglichkeit, Freiwilliges Soziales Jahr durchzuführen.

Nein, im Gegenteil. Das Freiwilliges Soziale Jahr ist eher ein kleiner Arbeitsbereich innerhalb des Internationalen Bundes. Der Schwerpunkt liegt auf dem Bereich der beruflichen Bildung, aber auch in allen anderen Bereichen der sozialen Arbeit sind wir tätig.

No, on the contrary. The Voluntary Social Year is more of a small area of work within the International Federation. The focus is on vocational training, but we are also active in all other areas of social work.

Arbeit mit alten Menschen, mit kranken Menschen, mit Wohnungslosen, mit Kindern und Jugendlichen vor allen Dingen auch. Außerhalb des Bereichs der beruflichen Bildung. Also klassische Kinder- und Jugendhilfe.

Work with elderly people, with sick people, with homeless individuals, and especially with children and adolescents. Outside the realm of vocational training. So, classic child and youth welfare.

Wie hat sich, also woraus setzt sich dieser Arbeitskreis zusammen und warum ist der gegründet worden von wem?

How has this working group been formed, what does it consist of, and why was it established, by whom?

Der Bundesarbeitskreis FSJ, abgekürzt BAK-FSJ, setzt sich zusammen aus den bundesweit tätigen Trägern im Bereich des FSJ. Das sind die großen Wohlfahrtsverbände und der Internationale Bund und die Deutsche Sportjugend und die Bundesvereinigung Kulturelle Jugendbildung.

The Federal Working Group on FSJ, abbreviated as BAK-FSJ, is made up of the nationally active organizations in the field of FSJ. These include the major welfare associations, the International Federation, the German Sports Youth, and the Federal Association for Cultural Youth Education.

Die Aufgabe des Bundesarbeitskreises besteht im Wesentlichen in der politischen Interessenvertretung des FSJ gegenüber der Öffentlichkeit und gegenüber den Bundesbehörden. Das ist vor allen Dingen das Bundesministerium für Familie, Senioren, Frauen und Jugend.

The task of the Federal Working Group primarily consists of political representation of the FSJ to the public and to federal authorities. This is particularly the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth.

Das heißt, Sie sind sozusagen in direkten Kontakt mit der Politik, um sich quasi für die Sache des FSJ einzusetzen.

Das ist ein ganz großer Teil der Tätigkeit. Wir beschäftigen uns natürlich auch mit beispielsweise Qualitätsmanagement. Wir wollen bestimmte Standards auch untereinander verabreden und einhalten. Ja, aber ansonsten ist ein wesentlicher Teil der Tätigkeit eben die politische Arbeit und die Öffentlichkeitsarbeit.

Es hat verschiedene Gründe, warum dieses freiwilliges soziale Ja bisher in weiten Teilen der Gesellschaft nur wenig bekannt ist.

Ich müsste dazu ein bisschen in die Geschichte gehen,

Ende der 50er Jahre, in der zweiten Hälfte der 50er Jahre,

the late 1950s, in the second half of the 1950s,

gab es in Deutschland einen Pflegenotstand.

There was a nursing emergency in Germany.

Es gab einfach zu wenig Pflegekräfte.

There were simply too few caregivers.

Und dadurch initiiert, wandte sich der damalige evangelische Landesbischof von Bayern,

And initiated by this, the then Protestant State Bishop of Bavaria turned to

vor allen Dingen an junge Frauen, eigentlich nur an junge Frauen,

Ich denke, in den 50er, vor allen Dingen 60er Jahren, auch in den 70er Jahren noch,

Ich denke so ab den 90er Jahren, vielleicht schon in den 80er Jahren,

Und das erfahren viele erst, wenn sie das FSJ abgeschlossen haben,

Am Anfang sind ganz viele skeptisch, nach wie vor.

Und mit dem Aufruf zum, wie es heute eben heißt,

bürgerschaftlichen Engagement kann man ganz wenige hinter dem Ofen hervorrufen.

Man muss ihnen sagen, was sie davon haben.

You have to tell them what they will gain from it.

Sicherlich auch noch bei weitem nicht alle, auch noch nicht die Hälfte,

aber wesentlich mehr als heute.

Dieses Jahr, was hier im Titel steht, ist ja, glaube ich,

Was sind für Zeiträume möglicherweise dort gängig?

Das war der Ausgangspunkt zunächst 1964.

Bis 2002 war es im Wesentlichen ein Jahr.

Anerkannt wurde es ab sechs Monaten.

Heute ist es so, dass es auch ab sechs Monaten anerkannt wird.

Man kann es maximal bis zu 18 Monaten machen.

Also auch nochmal um ein halbes Jahr verlängern.

Was heißt das, man kann es machen?

Ich wollte gerne noch eine Sache nachfügen, weil Sie mich vorhin fragten nach der Motivation

Ein Aspekt, nicht der allein ausschlaggebende, ist sicherlich auch die Jugendarbeitslosigkeit.

Viele, die keine Stelle bekommen haben, nachdem sie die Schule abgeschlossen hatten oder einfach nur abgegangen waren,

Weil das war dann keine eigentliche Freiwilligkeit.

Formal zwar schon, aber es sind uns auch Fälle bekannt geworden, wo die Arbeitsverwaltungen den Leuten gesagt haben,

Das ist natürlich überhaupt nicht in unserem Sinne.

Und trotzdem, die Jugendarbeitslosigkeit hat eine Rolle gespielt.

Und gerade der Bundesarbeitskreis fordert seit längerem eine Wirkungsanalyse.

Im Hinblick auf soziales Engagement danach, aber auch im Hinblick auf die Wirkung auf das Individuum.

Leider haben wir dafür bisher keine Mittel bekommen.

Und deswegen konnte diese Studie auch noch nicht angegangen werden.
