DI106 Wie der Staat die Kirche mit Milliarden finanziert

Hallo und herzlich willkommen. Im Prinzip leben wir ja hier, glaube ich, alle mehr oder weniger in dem Glauben, dass Staat und Kirche zumindest in Deutschland relativ gut getrennt sind.

Hello and welcome. Essentially, I believe we all live here in the belief that state and church are relatively well separated in Germany.

Da ist der Staat auf der einen Seite demokratisch, repräsentativ aufgestellt, Regeln und Gesetzen verpflichtet, aber eben keine Erzählung über einen Gott.

On one hand, the state is democratically organized and representative, committed to rules and laws, but there is no narrative about a God.

Und auf der anderen Seite eben die Kirche, eine Gemeinschaft, mehr oder weniger institutionalisiert, eine Gemeinschaft von Menschen, die eben an einen Gott glauben.

And on the other side, there is the church, a community, more or less institutionalized, a community of people who believe in a God.

Aber je genauer man hinschaut, desto verflochtener sind auch in Deutschland Staat und Kirche.

But the closer you look, the more intertwined the state and church are in Germany as well.

Da ist zum einen natürlich die christlich-demokratische Union, trägt die Religion also schon im Namen, ist aber eben auf der anderen Seite auch nur eine Partei und hat in so einem staatlichen Gefüge wie in Deutschland eben auch eine Sonderrolle, weil Parteien ja eben auch die Aufgabe haben, Weltanschauungen zu vertreten.

On the one hand, there is of course the Christian Democratic Union, which already carries religion in its name, but on the other hand, it is just a party and has a special role in a state structure like that of Germany, because parties also have the task of representing worldviews.

Aber dass die Kirchensteuer zum Beispiel vom Staat eingesammelt wird, dürfte schon einige von euch verwundert haben.

Ganz aktuell zum Beispiel hat der Bund für Geistesfreiheit in Bayern eine Umfrage.

Just recently, for example, the Federal Association for Freedom of Thought in Bavaria conducted a survey.

Deutschlandweit über die Frage Religionsunterricht oder Ethikunterricht und mit dem tollen Ergebnis, dass 72 Prozent der Menschen in Deutschland wollen einen verpflichtenden Ethikunterricht für alle.

Nationwide in Germany, regarding the question of religious education or ethics education, there is a great result: 72 percent of people in Germany want mandatory ethics education for everyone.

Also das Thema, ich habe es so ein bisschen in der Antwort gesagt, ist das Verhältnis von Kirche und Staat vor allen Dingen unter finanziellen Gesichtspunkten und so ein bisschen auch geschichtlich, weil das natürlich eine Vorgeschichte hat, wie bei der Kirche, nicht anders zu erwarten.

So the topic, as I mentioned a bit in the answer, is the relationship between church and state, particularly from a financial perspective, and also somewhat historically, because it certainly has a backstory, as is to be expected with the church.

Aber bevor wir darüber reden, glaube ich, müssen wir mal so grundsätzlich benennen, wenn wir sagen Kirche und Staat.

But before we talk about that, I think we need to fundamentally define what we mean when we say church and state.

Beim Staat, das kann man sich noch so einigermaßen vorstellen, aber wenn wir sagen deutsche Kirche, von was reden wir da?

With the state, one can still somewhat imagine it, but when we say German church, what are we talking about?

Die Kirche in Deutschland gibt es faktisch nicht.

The church in Germany practically does not exist.

Es gibt, wenn ich es richtig zähle, 27 Bistüme und 23 Landeskirchen und die sind wieder organisiert, zum Beispiel die katholischen Bistüme in einer Bischofskonferenz.

There are, if I count correctly, 27 dioceses and 23 regional churches, and they are organized again, for example, the Catholic dioceses in a bishops' conference.

Und als man 1919 dann eben den Adel entmachtete, hatte die evangelische Kirche keine Bischöfe mehr.

And when the nobility was stripped of power in 1919, the Protestant Church no longer had any bishops.

Und man musste dann anfangen, Bischöfe zu ernennen.

And one had to start appointing bishops.

Und in Hamburg zum Beispiel hat man erst 1936 Bischöfe ernannt.

And in Hamburg, for example, bishops were only appointed in 1936.

Bis so brauchte man überhaupt nicht.

Until then, one didn't need it at all.

Und Sie sehen daran, dass im katholischen Bistum ist die Kathedrale oder der Dom, die Begriffe gehen parallel zueinander, Kathedra ist ja der Sitz des Bischofs,

And you can see from this that in the Catholic diocese, the cathedral or the dome, the terms go parallel to each other, as the cathedra is the seat of the bishop.

das ist eine Kathedrale, wo der Bischof seinen Stuhl hat, seinen Bischof seinen Stuhl und seine Kanzel, von der er predigt.

That is a cathedral where the bishop has his chair, his bishop's chair and his pulpit from which he preaches.

Das ist das Zentrum des Bistums.

This is the center of the diocese.

Die evangelische Bischofskirche steht irgendwo rum.

The Protestant bishop's church is standing around somewhere.

In Berlin ist es, glaube ich, die Marienkirche.

Ohne Gemeinde, auch der evangelische Bischof hat keine Macht.

Without a congregation, even the Protestant bishop has no power.

Aber das ist sozusagen die organisierte, die verfasste Kirche.

But that is so to speak the organized, the established church.

Was gibt es darüber hinaus?

What else is there?

Kirche ist erstmal die Bekenntnisgemeinschaft, das, was man normalerweise als Religion bezeichnet.

The church is primarily the community of confession, what is normally referred to as religion.

Und Kirche, wenn Sie das rein allgemein sagen wollen, jetzt gerade katholisch,

And church, if you want to say that in a general sense, currently Catholic,

ist ein Regelwerk von Regeln, die Sie einzuhalten haben, um den Regeln der katholischen Kirche zu entsprechen.

It is a set of rules that you must adhere to in order to comply with the rules of the Catholic Church.

Zum Beispiel, wenn Sie einen evangelischen Partner heiraten wollen, entspricht das nicht der katholischen Vorstellung von Heirat.

For example, if you want to marry a Protestant partner, that does not align with the Catholic understanding of marriage.

Das katholische Recht war bis 1910 um die Kante ein riesiges Durcheinander von verschiedensten Grundsätzen.

Catholic law was a huge jumble of various principles around the edges until 1910.

Irgendwann wurde dann vereinheitlicht.

At some point, it was standardized.

In diesem Kanon des katholischen Rechts.

In this canon of Catholic law.

Und der gilt seitdem.

And that has been in effect since then.

Hat aber jetzt keine Gesetzeskraft wie in Deutschland, wie ein normales Gesetz,

But it does not have legal force like in Germany, like a regular law.

sondern innerhalb der katholischen Kirche sind es quasi die allgemeinen Geschäftsbedingungen.

but within the Catholic Church they are essentially the terms and conditions.

Ja, aber es sind auch tatsächlich die Gesetze.

Yes, but it is also actually the laws.

Das heißt, die katholische Kirche ist kein rechtsfreier Raum, überhaupt nicht.

That means the Catholic Church is not a lawless space at all.

Es ist ein rechtseigener Raum, der nach eigenen Regeln und dann eben auch Verfahrensweisen entsprechend entscheidet.

It is a self-contained room that decides according to its own rules and procedures.

Da können wir nochmal drüber reden, wenn es so um Berufe und solche Sachen geht.

Warum sollte denn Ihrer Auffassung nach Staat und Kirche getrennt sein?

Why, in your opinion, should state and church be separated?

Warum ist das überhaupt ein Ziel?

Why is that even a goal?

Im Grundgesetz steht, und das ist, finde ich, demokratisch,

It says in the Basic Law, and I think that is democratic.

alle Staatsgewalt geht vom Volke aus, Artikel 20.

All state authority emanates from the people, Article 20.

Das ist die sogenannte Volkssouveränität.

That is the so-called popular sovereignty.

Und das ist einer der Inbegriffe von Demokratie,

dass eben durch Wahlen des Volkes, der Staatsbürger,

Das ist Wirtschaft im Raum der Kirchen.

That is economics in the realm of churches.

Fangen wir mal an, sagen wir mal, Sie haben jetzt schon so einen Überblick angerissen.

Das ist ja eine Menge Holz dafür, dass die Kirchen immer leerer werden.

That's quite a lot of wood for the churches to be getting emptier and emptier.

Aber wie passt das zusammen?

But how does that fit together?

haben wir einen jährlichen Verlust von rund 0,6 Prozent an der Bevölkerung an Kirchenmitgliedern.

We have an annual decline of around 0.6 percent in the population of church members.

Die also austreten?

So they are leaving then?

Die austreten, ja.

The exit, yes.

Bei den Evangelischen sterben auch mehr als nachwachsen.

Among the Protestants, more die than are born.

Bei den Katholiken sind es mehr Austritte.

Among Catholics, there are more departures.

Und ein Nebeneffekt, wenn wir schon bei den Finanzen sind und diesen demografischen Faktoren ist,
