今年は世界的に選挙イヤーと呼ばれます

Just to mention quickly, there will be the presidential election in Taiwan in January.

2月にインドネシア大統領選

Presidential election in Indonesia in February.

4月から5月にかけてインドの総選挙が行われました

The general elections in India took place from April to May.

そして6月にはメキシコ大統領選

And in June, there will be the Mexican presidential election.

7月にはイギリスの総選挙とイラン大統領選の決戦投票

In July, there will be the final voting for the UK general election and the presidential election in Iran.

そうした中で影に隠れていたのがルアンダの大統領選挙

Amidst all this, the presidential election in Luanda was lurking in the shadows.

今回はルアンダの政治について考えます

加賀美大統領といえばアフリカで最も有名な政治家の一人です

President Kagami is one of the most famous politicians in Africa.

1994年にわずか2ヶ月前にアフリカで最も有名な政治家の一人です

In 1994, he was one of the most famous politicians in Africa just two months prior.

わずか100日間で100万人が犠牲となったルアンダ虐殺を終わらせたのは

It was the end of the Rwandan genocide, which claimed the lives of one million people in just 100 days.

加賀美氏率いるRPFルアンダ愛国戦線がルアンダ全土を制圧したからでした

It was because the RPF Luanda Patriotic Front, led by Mr. Kagami, had taken control of the entire Luanda area.

加賀美氏はその後副大統領を経て2000年に大統領に就きます

Mr. Kagami later served as vice president and assumed the presidency in 2000.

国民投票を実施して憲法を改正

Conduct a referendum to amend the constitution.

大統領の任期を最大2034年までに延ばしました

The president's term has been extended until a maximum of 2034.

現時点でもすでに24年の長期政権

この数字の異常さはともかくとして抗議デモなどは聞こえてきません

シンプルに言うなら光とは経済発展

Simply put, light is economic development.

影とは人権侵害そして自由の制限です

Shadows are human rights violations and restrictions on freedom.

ちなみに皆さんは経済発展と自由や人権のどっちか一つを選ばないといけませんか

どちらが欲しいですか

度合いにももちろんよります

It naturally depends on the degree.

まさに究極の選択ですよね

It's truly the ultimate choice, isn't it?

今回のお話はこうした難しい問いを私たちに突きつけています

This story presents us with such difficult questions.

これは何もルワンダに限ったことではなく

This is not limited to Rwanda at all.

多くの途上国に共通するテーマです

It is a common theme among many developing countries.

それを一緒に考えてみましょう

Let's think about it together.

本題に入る前にルワンダ虐殺とカガメ氏について軽く触れたいと思います

Before getting into the main topic, I would like to briefly touch on the Rwandan Genocide and Mr. Kagame.

ルワンダの旧宗主国はベルギーです

The former colonial power of Rwanda is Belgium.

ルワンダを支配する際にベルギー政府は

When the Belgian government ruled Rwanda,

少数派の土を支配階層に据え

Placing the minority soil in the ruling hierarchy.

多数派の土を支配させるという間接統治を取りました

Some people may have seen it in movies like Hotel Rwanda.

土であるカガメ氏は幼い頃

Mr. KAGAME, who is made of dirt, was young.

ルワンダの北に位置するウガンダに逃れ

Escaped to Uganda, located north of Rwanda.

難民キャンプで育ちました

I grew up in a refugee camp.

青年になってからウガンダで独裁政権を倒そうと

"Since becoming a young adult, I have been trying to overthrow the dictatorship in Uganda."

当時戦っていたムセベニ氏

ルワンダの現在の話に入りましょう

Let's dive into the current story of Rwanda.

まずは光と影の光の部分

First, the light part of light and shadow.

井の一番に上がるのは

The first to go up the well is...

何と言っても経済成長です

After all, it's economic growth.

ルワンダの一人当たりGDPの成長率を見ると

When we look at the per capita GDP growth rate of Rwanda,

公中所得国入りを目指しています

We are aiming to become a public income country.

1980年代はマレーシアが日本を模範に

In the 1980s, Malaysia took Japan as a model.

経済を成長させるために

To grow the economy.

シンガポールを成長させようとする

Let's try to grow Singapore.

ルックイースト政策を取りましたが

We have adopted the Look East policy.

ルワンダにとってイーストとは

What East means for Rwanda.

日本ではなくシンガポールなのですね

It's not Japan, it's Singapore.

ちなみに日本の一人当たりGDPは

By the way, Japan's GDP per capita is

1992年から30年以上にわたって

For over 30 years since 1992.

ずっと横ばいです

It has been flat/stable all along.

こんな国ありますか

経済制裁も受けていませんし

We are not under any economic sanctions.

紛争も起きていません

There has been no conflict.

ちなみにパレスチナでも経済は右上がりです

ルワンダといえばジェンダー先進国

閣僚の30%も女性です

ルワンダは長期政権にもかかわらず

Despite the long-term regime in Rwanda

ルワンダは汚職が少ないというレアな国でもあります

Rwanda is a rare country with low levels of corruption.

2022年の腐敗認識指数を見ても

ルワンダは世界で54番目にクリーンな国

Rwanda is the 54th cleanest country in the world.

ちなみに日本は18位です

乳幼児死亡率も

鏡政権のもとでだいぶ下がってきました

これだけ見ると素晴らしい国に移りますよね

旧ユーゴスラビアのスレブレニッツもあります

There is also Srebrenica in the former Yugoslavia.

ルワンダ政府がとっていることです

最悪なのは発展も自由もない国

The worst thing is a country with neither development nor freedom.

北朝鮮やベネズエラ、キューバなどです

Countries such as North Korea, Venezuela, and Cuba.

もっとあると思います

I think there are more.

経済発展と独裁

Economic development and dictatorship

民主国家よりも独裁国家の方が

More than democratic countries, authoritarian countries...

経済は発展しやすいのか

Is the economy easy to develop?

との説もあります

ただ経済がある程度成長したら
