今年はね定額減税の話もあったりとかして特に忙しい6月7月だったのではないかと思います

ということですね今日は雇用保険の改正の話をしたいと思います

So, today I would like to talk about the revision of employment insurance.

実は最近雇用保険の改正について出てるんですけれども今日はですね改正の話をご紹介したいと思います

Actually, there has been news recently about the reform of employment insurance, and today I would like to introduce the topic of the reform.

一番大きく言われていた20時間

The most frequently mentioned 20 hours.

あの週所定労働時間20時間というのが今条件ですけれどもそれが10時間になるよと

The current condition is that the regular working hours for that week are 20 hours, but it will be reduced to 10 hours.

だから雇用保険に入る人が増えるよっていうような改正についてはすぐじゃないんですね

So the reforms that suggest an increase in the number of people joining employment insurance won't happen immediately.

あのちょっとちょっと後ということになっております

It's going to be just a little later.

例は10年からということになっておりますのでまだね対応するまでの時間はあるのかなというところなんですね

The example is set from 10 years, so I guess there is still some time until we need to respond.

そこだけで見てちょっと安心しておりました

ただまあ他にもですね結構重要な改正というか

今回の改正の趣旨としてはリスキリングっていうのがすごく重要なんですね

The purpose of this revision is that reskilling is very important.

インターネットとかクラウドとかの発展っていうので緩やかに生きていたのが今AIが出てきて

The development of the internet and the cloud has allowed us to live more gradually, but now AI has emerged.

もうここ何年かでドーンとあの状況が変わる可能性もあるというふうに思うんですね

今日ちょっとね今日はもうリーフレット紹介しようと思ってリーフレットしかあの今資料として見てないんですけれども

そうすると今までの仕事のやり方を全部変えなきゃいけないというふうに言われていますし思います

まあそうなるとですね新しいことをみんな学ばなきゃいけないということなんですよね

ただ新しいこと

学ぶってなかなか自発的にできないので

まあ勝手にそういうの好きでどんどんどんどんやるっていうタイプの人ももちろんいますし

そういう人がきっとあのなんて言うんでしょうね

あの一つ一つこう先にあのいろいろなことをやるんだと思うんですけど

そうじゃなくてこうやるやる雰囲気になってるな世の中が

世の中的にやる雰囲気になってるなとかやるんだったら支援があって

It feels like there's an atmosphere in society that encourages doing it, and if we do it, we would have support.

あんまりこう自分に負担にならないなとか

I don't want to put too much burden on myself.

そういう世界観というか空気感があるような感じがしますね

It feels like there is a certain worldview or atmosphere like that.

そういうのがあって初めてどんどんやっていく人っていうのがすごく私多いと思うんですよ

I think there are a lot of people who, because of that, can keep going and doing more and more.

まあそういう人たちを見てなんか昔は良かったって絶対に動かないっていう人も一部いますよ

Well, there are definitely some people who look at those kinds of people and think that the past was better and refuse to change.

それはね一部います

だけどまずはこのよしじゃあなんかやらなきゃなんかまずそうだからやろうかなっていう風に思う

But first, I think, well, if I don't do something, it seems like things will get bad, so maybe I should do something.

あの人たちを動かすのに今回かなり充実させたんだなという風な感じはいたします

I feel that they have really enhanced things this time to motivate those people.

でもまあ教育訓練リスキリング支援の充実というのを今回やっていますよということです

Well, we are indeed enhancing support for education and training reskilling this time.

どんな内容なのかと言いますと

As for what the content is,

まず自己都合退職でした退職した人も給付制限をそんなに長く受けないで

First, people who voluntarily resigned from their jobs don't receive benefit restrictions for such a long time.

基本手当を支給受給できるようにするとはっきり言ってやめさせやすくしてるんですね

By making it possible to receive basic allowances, you're clearly making it easier to let people go.

あの今なかなかねこうあの

Well, right now it's quite... um...

人雇えないとか言ってますけどあの人雇えないそして結構若い人すぐ辞めちゃうって言ってますけど

They say they can't hire anyone, but they can't hire that person either, and they're saying that quite a few young people quit right away.

もっと辞めさせようとしてますよ国は

The country is trying harder to make people quit.

あの要はどんどん会社をあの自分の能力で渡っていけるようになってほしいっていうことなんだと私思うんですこれ

I think what that means is that I want them to be able to navigate the company more and more with their own abilities.

前の法改正で3ヶ月が2ヶ月になったんですよね

In the previous amendment, the duration was changed from three months to two months, right?

自己都合退職で辞めた後に基本給付をもらえるまでの待機期間

The waiting period until receiving basic benefits after resigning for personal reasons.

でそれ3ヶ月あるっていうのは自己都合退職なんだからね

So that means taking three months is considered a voluntary resignation, you know.

ある程度のペナルティーがあったんですよそれが2ヶ月になったんですよねで2ヶ月が今回1ヶ月になります

There was a certain degree of penalty, and that became two months, but this time it will be one month.

でこの1ヶ月も失業中にですねリスキリングというか何か教育訓練を自分から私これ受けますと

So for this past month, while being unemployed, I've been proactively saying that I will undergo some reskilling or educational training.

私この勉強しますということをした場合にはですね給付制限なしということになるんですね

If I were to say that I will study this, it would mean there are no restrictions on benefits.

なのでやめても何かこう新しいものを学びたい新しい

So even if I stop, I want to learn something new.

ものを身につけようというような前向きな姿勢があればですね実質ですねあのなしなんですなしなんですよ給付制限はっきり言ってなしになるっていう風に思ってもいいかもしれないと思うんですよね

If you have a positive attitude towards acquiring things, I think it's fair to say that there are practically no restrictions on benefits; to put it clearly, one might think there will be no restrictions.

だって今でも基本給付受けるためにあの基本給付全部受け終わった後にですねあの何かしらの教育訓練を受けて基本給付の受給というかあの伸ばす方多いですよね

Well, even now, in order to receive the basic benefits, many people tend to take some kind of educational training after they've completed all the basic benefits to extend their eligibility for receiving those benefits.

そうじゃなくても最初からいけるんですものだから最初から失業してすぐに

Even if it's not like that, you can go from the beginning, so right from the start, it's as if you've been unemployed immediately.

えー職業訓練受けてその職業訓練受けてすぐに就職するっていうようなことをどんどん支援していくというような内容になっています

It has been structured to continuously support people in taking vocational training and immediately getting employed after completing that training.

それで教育訓練給付っていうのもですねえー上げていくそうなんですね

So, it seems that they will also be increasing the educational training benefits.

訓練の効果を高めるためのインセンティブ強化のため雇用保険から支給される給付率を受講費用の最大70%から80%に引き上げるというような

To enhance the effectiveness of training through strengthened incentives, the payment rate provided from employment insurance will be increased from a maximum of 70% to 80% of the course fees.

ことなんですけどあの今まで最大70%らしいんですけど今ですねこれにですね付加給付10%っていうのを新しく作るということなんですね

It seems that until now it was a maximum of 70%, but now they are going to create an additional benefit of 10%.

でこれ何かっていうとこの教育訓練を受けた後に賃金が上がったとか資格取得をしたとかそういう結果を残した人に対しては10%プラスしますよと80%にしますよというような内容になっています

So what this means is that after receiving this training, for those who have achieved results such as a wage increase or obtaining qualifications, we will give an additional 10%, making it 80%.

だから頑張れ頑張れと頑張って

So keep trying, keep trying, and do your best.

あの教育訓練を受けて今までよりもいい条件で就職するっていうことをこれあの国が推し進めるここがポイントだと思うんですよね

I believe the key point is that this country is promoting the idea of receiving that training in order to secure better employment conditions than before.

国が推し進めるっていうのがあの今回の法改正のあの内容になっています

The content of this legal amendment is something that the government is promoting.

でえーともう一個ありますね自発的な能力開発のため

Well, there’s one more thing for self-initiated skill development.

というような話なんですね教育訓練休暇っていうのがある会社もない会社もあると思いますまあない会社の方が多いんじゃないかなとは思うんですけど何年か前に教育訓練休暇を作ってそれを取得すればあの助成金もらえるっていう制度があったのでもしかしたらですねあの就業規則に項目だけあるみたいな会社も結構多いんじゃないかなとちょっとだけ思うんですがまあその教育訓練のための休暇っていうのがあの

So, there are companies that have educational training leave and companies that don't. I think there are probably more companies without it. However, a few years ago, there was a system where companies could create educational training leave, and by taking it, they could receive subsidies. So, I suspect there are quite a few companies where the item just exists in their work regulations but isn't actively utilized. Well, this educational training leave is...

まあ取った時にですねでそうすると休暇ですからあのいう電池有給休暇じゃないので育児休業みたいにその分まあ給料払わなくていいわけですよでそうするとあのどこか自分で学びに行きたいなって思った時に会社を休まなきゃいけない給料をもらえなくなっちゃいますのでその期間ですね基本手当に相当する給付金を出すというようなことを言ってるんですね

Well, when you take it, since it's a vacation and not paid leave like maternity leave, the company doesn't have to pay your salary for that period. So when you want to go learn something on your own, you would have to take a leave of absence without pay. Therefore, they are saying that they will provide a benefit equivalent to the basic allowance during that period.

これはなかなかすごいですねちょっとこれ休暇って書いてあるので

This is pretty amazing; it says "vacation" a bit here.

まず会社に教育訓練のための休暇の取得を、どうなんでしょう、要請するのか、作らなきゃいけないのか、ちょっとすみません、そこまで今確認してなくて申し訳ないんですけれども、

First of all, regarding taking leave for training at the company, I’m not quite sure if I need to request it or if it needs to be established. I apologize for not having confirmed that up to this point.

何かしら会社としては休むということをできる形にするんじゃないかなというふうに思います。

I think the company will find a way to make it possible to take a break in some form.

あ、でも教育訓練休暇の給付金というのはいくつか条件があって、雇用保険、被保険者であると、支給要件は教育訓練のための休暇、無給を取得すること、

Ah, but there are several conditions for the benefits of educational training leave; you need to be covered by employment insurance and be an insured person. The requirement for payment is that you take unpaid leave for educational training.

これ女性金の関係で有給で作っちゃってる会社多いんじゃないかなと思うんですけど、無給で取得すると、

I think many companies are creating this with paid leave due to women's financial relationships, but if you take it unpaid...

それから被保険者期間が5年以上あること、それから給付内容は離職した場合に支給される基本手当と同じ額がもらえますよ、

In addition, you must have been insured for a period of over 5 years, and the benefit amount will be the same as the basic allowance paid when you lose your job.

給付日数は被保険者期間に応じて90日、120日、150日、いずれかというふうになっています。

The benefit days are determined according to the insured period and can be either 90 days, 120 days, or 150 days.

給付に要する費用の4分の1または40分の1が国庫負担になるよというふうに書いてありますね。

It is written that one-quarter or one-fortieth of the costs required for benefits will be covered by the national treasury.

ここだけ見るとですね、すごく長く教育訓練休暇を取るようなイメージですね。

Just looking at this part, it gives the impression of taking a very long educational training leave.

だからもう一層長く学校に行ってくるために給食みたいな制度みたいに、

So, in order to go to school for an even longer time, like a system similar to school lunches,

教育訓練休暇っていうのを作って、それを取って長くですね、新しい技能を身につけるためにこれ取って行ってきますっていうふうに本人が言った場合、

If they create something called educational training leave, and the individual says that they will take it for a long time to acquire new skills,

その場合にはその期間会社から手当を出さなくても、失業給付の同じ額がもらえますよというような内容になっております。

In that case, the content states that even if the company does not provide allowances during that period, you can still receive the same amount of unemployment benefits.

これ最初見た時にどういうふうにするんだろうと、会社がだって休みを与えなきゃいけないわけですよね。

When I first saw this, I wondered how it would work, since the company has to provide time off, right?

で、労働者が自発的にっていうところがポイントなんですよ。

So, the point is that workers do it voluntarily.

だから会社が給食にして、これ受けてきてねって言ったものに対しては、多分これ対象ではないんだと思うんですよね。

So I think that what the company provided for lunch and said to take this probably isn’t what we’re referring to.

本人が休暇を取得しなきゃいけない。会社が一方的に休暇を命じることはないと思うので、

The person themselves has to take a vacation. I don't think the company can unilaterally order a vacation.

休暇取りたいですっていうのがまず本人から自発的に来ないと、そもそもこの休暇というのは発生しないわけですよ。

If the person doesn't voluntarily come forward to say they want to take a vacation, then this vacation fundamentally doesn't occur.

だから会社がこの期間休んで行ってこい。

So the company will be closed during this period, so go ahead and take your time.

休んでるんだったら多分すごく流行ると思うんですけど、どうなんだろうなというふうに思ったんですよね。

I thought that if it were on break, it would probably become very popular, but I'm not sure about that.

ただ、その話をお客様としていた時に、これは意外と使えるんじゃないかという現場の声を私聞きまして、

However, while I was discussing that story with a customer, I heard from the field that it might actually be useful.

会社が取ってもらいたい技能とかはもちろんあるんだけど、それを会社が行ってこいって言わないと今ほとんどの人が言ってない。

There are certainly skills that the company wants to be acquired, but right now, most people aren't saying anything unless the company explicitly tells them to go after them.

まれに自発的に自分今後この資格があったら会社の役に立ちますよねとか、

Occasionally, someone might voluntarily say that this qualification would be useful for the company in the future, right?

今後これが必要ですよねって自分で考えて、資格取りに行く人がいるんですって。

I hear that there are people who think to themselves, "This will be necessary in the future," and then go to get qualifications.

資格取れたんでって言って、取れた資格を申請するだけするっていう人がたまにいて、

There are sometimes people who say they've obtained a qualification and then just apply for the qualification they got.

やっぱりそういう人は会社としてもすごくありがたい存在だし、支援していきたいなとは思う。

After all, people like that are incredibly valuable to the company, and I want to support them.

であるならこれをちゃんと規定に入れて、こういうふうに取得した場合には資格手当をこういうふうに出しますよみたいなのを、

If that is the case, then we should properly include this in the regulations and specify that in such cases where it is acquired like this, the qualification allowance will be provided in this manner.

ちゃんと作ればこれはすごく会社にとってもいい制度になるんじゃないかみたいな話をしておりまして、

If we implement it properly, it could be a really good system for the company, and we were discussing that.

法改正だけ見たときに、会社にいる時間を使って転職の訓練をするなんてどういうことだと思いながら見てたんですけど、

When I looked at the legal revisions, I was thinking about what it meant to use my time at the company to train for a job change.

会社でこういうのを自発的に取るという、なんて言うんでしょうね、自己啓発、自己啓発でいいんですかね、

In a company, what do you call taking initiatives like this on your own? Is it self-improvement or self-development?

ちょっと押し進めるような、そんな規定とか仕組みを作るっていうのも、

It's also about creating regulations or systems that push things forward a bit.

この給付を使えば使いや作りやすいんじゃないかなというふうに思っております。

I think that by using this benefit, it will be easier to use and create.

育児給与給付金の改正もあるんですけど、

There is also a revision to the childcare allowance.

これなんかちょっと法律が違うんですよね。

This is a bit different in terms of the law, you know.

こっちは令和6年法律第47条ということになっておりまして、

This is the Law No. 47 of the 6th year of Reiwa, and...

これも合わせて変更になるということなんですが、

育児給与給付金がですね、ちょっと率が上がると、一部上がる日があるということですね。

The childcare allowance will, you know, have some days when the rate increases slightly.

今まで180日間は給付率が67%で、そこから後は給付率50%ということになっているんですけれども、

For the first 180 days, the benefit rate is 67%, and after that, the benefit rate is 50%.

今回ですね、生まれた直後ですかね、出産後8週間以内にお父さんもお母さんも、

This time, it's right after birth, within 8 weeks after delivery, both the father and the mother...

2人とも育児給与を取ったというのが条件なんですけれども、

一部の期間について、なんと給付率80%にすると。

これ手取り10割を計算に根拠にしているそうなんですね。

It seems that this is based on a calculation of a net income of 100%.

なんで80%で手取り10割なのかって言ったら、

もちろん社会保険料が免除になりますよっていうところもありますし、

あと、税金も育児給与給付金で非課税なので、

それから、時短勤務についても給付金が出るというのが新しく出るそうなんですね。

これ時短勤務、2歳未満の子どもを養育する場合、
