今回はちょっと昨今ロシアウクライナ問題が始まってしまいましたけど

ニュースをよく見るようになったなと思っていて

その中でちょっとスイヒトっていう聞き慣れない言葉が

みたいなところをちょっと多分皆さんなんとなくだと

でまずスイヒトって何?って話なんですけど

So first, what is Suihito?

決済システムのことなんですけど

スイヒトって結構有名な言語があるんですよね

っていうのを提供しているのがスイヒトになります

ところで金融の社会っていろいろ送金があると思うんですけど

What is specific in individual transactions?

要は大量に小さい金額が毎日膨大な量取引されていると

言い換えられると思います

逆に例えば日本のA企業から

じゃあさっき言ったクリアリングっていうのが何?

So, what is this clearing that you mentioned earlier?

っていう話になるんですけど

It's the kind of story that goes like this.

さっき言ったメールでされていたB銀行に

In the email I mentioned earlier, regarding Bank B.

○○さんに振り込んでねっていうのをお願い

Please transfer it to Mr./Ms. ____.

っていうのをちょっと専門用語で振り込み指図って言います

This is referred to as "payment instructions" in a bit of technical terminology.

振り込むことを指図してるんですね

You're instructing me to make a transfer, aren't you?

これは実際には何かっていうと

What this actually is, is…

付け払いなわけですよね

It's a deferred payment, right?

最近の人って多分付け払いしないと思うんですけど

I don't think people nowadays probably do pay later.

後で払うから

I'll pay later.

とりあえずドイツの○○さんにB銀行の方から振り込んでくれっていう風に

For now, I asked Mr. ○○ in Germany to have Bank B transfer the funds.

Aが付けをお願いしてる

A is requesting a favor.

そうです

That's right.

実際は今ショーンの案件だけを話しましたけど

Actually, I only talked about Sean's case just now.

今度は別にドイツに住んでる別の

じゃあ例えば何だろう

太郎さんが日本の銀行

さっきのA銀行に対してB銀行を通じていくらいくら支払ってくるのか?

How much are you going to pay to Bank A through Bank B?

支払い指図を釣るってことがあるわけですよね

There are times when payment instructions are suspended, right?

そうすると全部を実際のお金でやり取りしてると

If that's the case, then everything is being exchanged with actual money.

めちゃめちゃ手続きが煩雑じゃないですか

Isn't the procedure super complicated?

なのである期間からある期間までを区切って

So, dividing from a certain period to another period.

そのプラスマイナスを全部ネットして

ネットって合計して

"Let's add it up online."

そうすると例えばもしかしたら

1日に100円しか動かないかもしれないですよね

1億円と1億100円のやり取りがあったとしたら

100円だけを移動すればいいと

それが楽にできるということで

この総債をいろいろして

売り込み指図を全部合算することをクリアリングと言います

The process of aggregating all sales instructions is called clearing.

例えばじゃあA銀行からB銀行への指図が1億円あって

For example, there is an instruction of 100 million yen from Bank A to Bank B.

B銀行からA銀行への指図が9000万円あったら

If there is an instruction of 90 million yen from Bank B to Bank A

その差額の1000万円分だけ

Only the difference of 10 million yen.

A銀行がB銀行に送るっていうことですね

It means that Bank A is going to send it to Bank B.

9000万円分はお金の実際のやり取りがなく

9 million yen's worth does not involve any actual money transfer.

処理をできる

Can process.

そういうことです

That's how it is.

つまり例えばそもそも手元に1億円を用意しとく必要すらもないわけですよ

In other words, for example, you don't even need to have 100 million yen on hand from the beginning.

だいたい毎日1000万円のやり取りで済むなって思ってたら

I thought I'd be able to manage with transactions of about 10 million yen every day.

手元にすぐ払えるお金って1000万円だけでよくて

The only cash I need on hand is 10 million yen.

こうやって結構価値がありますよね

最終的に支払わないといけない銀行のことを負け銀行

The bank that you ultimately have to pay is called a "losing bank."

受取総額が大きくて差額を受け取るだけでいいっていう銀行のことを勝ち銀行とかって言います

A bank that allows you to receive a large total amount and just take the difference is called a "winning bank."

この支払額受取額のことを負け額勝ち額とか言うんで

This payment amount is referred to as the amount lost or won.

ちょっとなんかギャンブルみたいなネーミングですけど

It has a bit of a gambling-like name, doesn't it?

こういう用語を覚えておくといいかもしれません

今ちょっとドイツの銀行と日本の銀行って国際送金にいきなりする人の関係で

踏み込んでしまったんですけど

ちょっとクリアリングについてはちょっとお話ししておきます

I’d like to talk a bit about clearing.

まずことを簡単にするために日本国内の話に戻ってもいいですか

To make things easier, can I go back to talking about Japan?

そうですね日本国内とかいろんなところでクリアリングが行われているイメージですよね

That's right, it feels like clearing is being conducted in various places throughout Japan.

日本国内だとちょっとことが簡単って言ったのは

I said that things are a bit easier within Japan.

銀行間である地点からある地点までネットされた振り込みっていうのは

The transfers that are networked between banks from one point to another are...

全ての銀行が日本だと日銀に開設してある東西預金って口座があって

All banks in Japan have an account called the East-West Deposit opened with the Bank of Japan.

そこの口座の額の書き換えだけで行われるんですよ

It will only be done by rewriting the amount in that account.

だから例えば現金を1億円輸送するとか実際やってなくて

So, for example, transporting 100 million yen in cash hasn't actually been done.

帳簿上で電子データですよねが書き換えられているだけ

It's just that the electronic data in the records has been rewritten.

超お手軽でやっているわけなんです

この一連のクリアリングしてその後日銀の預金残高を書き換えるっていうのを決済って言うんですけど

安定した決済ってどういう条件があるかっていうのをちょっと考えたいんですね

I want to think a bit about what conditions are needed for stable payments.

主によく言われているのが3点あります

There are three points that are often said by the Lord.

1点目が提供者が倒産したりしない安全な決済手段を利用すること

The first point is to use a secure payment method that ensures the provider does not go bankrupt.

提供者っていうのは誰ですか

Who is the provider?

決済システムを提供して日銀が倒産しちゃって日銀倒産預金で何もできなくなるとかって

"If the Bank of Japan goes bankrupt after providing a payment system, and we wouldn't be able to do anything with the deposits at the bankrupt Bank of Japan."

実際にはデフォルトとかあるかもしれないですけどほぼないものとして捉えていいですよね

In reality, there might be a default, but you can consider it as almost nonexistent, right?

そういう人もこういう性質があった方がいい

People like that are better off having such a quality.

もちろんそういうわけです

Of course, that's the reason.

あとはもう1個一旦実行したら取り消さないというルールで決済すること

The rule is to settle the transaction in a way that, once executed, it cannot be canceled.

これはやっぱりやめたとかって言われると

If I'm told things like "Let's just stop this," it makes me...

いろいろ困ったことが起きてしまうわけですよね

Various troubles are bound to happen, aren't they?

さっき言ったように1個と1個の関係だったらいいんですけど

As I mentioned earlier, it would be great if it were a relationship between one and one.

複数を巻き込んでやってくるとネットした時に問題が起きてしまうというのができますと

When involving multiple parties, problems arise when trying to connect online.

そうするとじゃあキャンセルとかをした場合は対抗取引みたいなのをするんですかね

So then, if you were to cancel, would there be something like a counter-transaction?

それはちょっといろいろあるんですけど

There are a few things going on with that.

キャンセルは基本的にはできないように法律がどんどん変わっていっています

The law is increasingly changing so that cancellations are generally not allowed.

安定した安定性と利便性とか効率性ってのを天秤にかけてやっているような形になっています

It seems to be a situation where stable stability, convenience, and efficiency are being weighed against each other.

これさっきクリアリングってすごい便利に思えませんでした

I thought clearing this was really convenient earlier.

例えば無数のやり取りが飛び交っている中で回る地点までで全部ネットすれば

For example, if you gather everything online up to the point where countless exchanges are taking place...

かなり計算するだけでいいので実際のコストはかなり抑えられますよね

By just doing the calculations, the actual costs can be significantly reduced, right?

そうですね

友達とのお金の貸し借りでもこういうことでありますよね

This kind of thing happens even with lending and borrowing money among friends, doesn't it?

3人とかで

誰が誰にいくら貸してるから

差額だけ直接払っておいてみたいな

これはなんか参加する銀行というか今の取引に関わる銀行が増えれば増えるほど

多種多様な取引があってそれを全部合計できるわけですから

かなりいい感じになるわけなんですけども

じゃあ一方でクリアリングの弱点ってちょっと考えてみると何かわかりますかね

クリアリングに参加できていない銀行は

ほとんど取引ができなくなる
