これは小学生の方がですね

This is for elementary school students.

プラコミについて研究する会です

This is a group that studies public communication.

それを毎年開催してくださっていまして

They hold it every year.

去年も私お伺いしたんですが

I visited last year as well.

今年もですね

It's that time of year again.

草津と立東と大津の市議さんもいらっしゃってましたが

The city council members from Kusatsu, Ritto, and Otsu were also present.

大津の市議さんがちょっと最後の方になっちゃいましたが

The city council member from Otsu arrived a bit late at the end.

小学校2年生のお子さんとかもいらっしゃって

小さなお子さんたちもいるなと思いながら

拝見してたんですけれども

すごいんですよ

大人顔負けだなと思うんですが

I think it's impressive enough to rival that of an adult.

私どもが行ったのは

8月の28日なんですけれども

夏休みに入った7月からですね

5回開いてきたんですけれども

大津市市民活動センターに行ってくださっています

最初の例えば1回目っていうのは

プラゴミ問題をアメリカの小学生から学ぼうということで

Let's learn about the plastic waste problem from American elementary school students.

映画の知ってる方もいらっしゃるかもしれませんが

Some of you may be familiar with the movie.

マイクロプラスチックストーリーという

It's called the Microplastic Story.

様々な賞も受賞されている映画があるんですけれども

There are also films that have received various awards.

それをみんなで見て

Let's all watch that.

その後ワークショップをする

After that, we will have a workshop.

これが第1回

This is the first time.

第2回もですね

It's the second time as well.

今度はゴミ焼却場へ行ってみようということで

This time, let's try going to the garbage incineration plant.

大津市の環境美化センターに行ってこられた

I went to the Environmental Beautification Center in Otsu City.

行って見学終わった後

After visiting and finishing the tour

またみんなでワークショップをする

Let's have a workshop together again.

3回目は

It's the third time.

琵琶湖大津間の湖岸でですね

At the lakeshore between Lake Biwa and Otsu.

マイクロプラスチック調査をしようということで

We are going to conduct a microplastic survey.

湖岸でマイクロプラスチック

Microplastics on the lakeshore

小さく砕けてしまったプラスチック

Broken plastic in small pieces.

最初大きなプラスチックの塊でも

At first, it's just a large piece of plastic.

砕けてしまうと

If it breaks apart

マイクロプラスチックでもっと砕けると

If it crumbles into microplastics.

ナノプラスチックみたいなですね

It’s like nanoplastics.

どんどんどんどん小さくなっちゃうわけですね

It's getting smaller and smaller, isn't it?

それが生物の体に取り込まれて

That is taken into the bodies of living organisms.

残っているとか細胞に入り込んでいるとか

Whether it's remaining or infiltrating the cells.

怖い話がいろいろと報告されているみたいですけれども

It seems that various scary stories have been reported.

今回は小岸でマイクロプラスチックを調査してみようということで

This time, we are going to investigate microplastics in the small bay.

観察をして

Make an observation.

またプラスチックゴミに関するお話を聞くと

Whenever I hear another story about plastic waste,

顕微鏡とかも使ってされたみたいなんですけど

It seems they also used things like microscopes.

そういうことをされている

That kind of thing is being done.

第4回はお店の人と話し合おうということで

In the fourth meeting, let's discuss with the shop staff.

商店街とかを訪ねてですね

Visiting shopping streets and such.

売り場を見学して

Visit the sales floor.

例えばプラスチック包装がどのくらいされているかなとか

For example, I wonder how much plastic packaging is used.

お店の方にいろんなことをヒアリングしてみたりとか

I tried asking the staff various questions.

そういう大人かおまけですけど

It's a bonus for those kinds of adults.

地域に入っていく活動をされた

Activities that engaged with the community.

その4回を受けて

Following those four sessions.

最終日私どもが呼んでいただいて

On the final day, we were invited.

参加させていただいたのが

I had the opportunity to participate.

みんなのアイデア発表会ということで

It's the presentation meeting for everyone's ideas.

まずみんなでワークショップ

First, everyone will have a workshop.

机を1つ5人ぐらいのテーブルに分けて

Divide one desk into about five tables.

プラスチックって何だろうというか

What is plastic, I wonder?

大人よりもよっぽど知っているんですけれども

I know much more than adults do.

みんながどうやったら

How can everyone do it?

プラスチックゴミをなくしたり

Eliminating plastic waste

プラスチックっていうものを使うっていうのを

Using something called plastic...

減らしていったり

Reduce it or decrease it.

ということができるかなっていうのを

I wonder if I can do that.

アイデアを発表していただくっていうのが

It's about presenting ideas.

1時間ほどありました

It was about an hour.

私ども議員がですね

As for us lawmakers...

実は前に座ると思ってなかったんですけど

Actually, I didn't think I would be sitting in the front.

横で見学させていただくつもりで

I plan to observe from the side.

大津市の市議さんとかも来てくれるみたいやし

It seems that city council members from Otsu will also be coming.

県議とか他の市町はちょっと一緒に横にいようか

Shall we stay together for a bit with the prefectural assembly and other cities and towns?

なんて言ってお友達の市議さんたちと一緒に行きましたら

I said, "I went together with my friends, the city council members."

前に座らせていただいて

Thank you for allowing me to sit in front.

めっちゃビビりまくってたんですが

I was really scared.

意見交換ということで

In terms of exchanging opinions.

質問を受けたり

Receiving questions

意見を交換させていただいたり

I had the opportunity to exchange opinions.

ということをさせていただくという時間になりました

It has become the time to do what I've mentioned.

質問を受けするっていうよりも

どちらかというと発表を聞いて

Rather, I listened to the presentation.

それの感想を述べさせていただいて

I would like to express my thoughts on that.

みたいな形になりましたが

本当に子どもたちの意見が柔軟でですね

The children's opinions are really flexible, you know.

すごく面白かったです

It was really interesting.

ただ単に面白がっているだけではなめで

It's just that I'm simply enjoying it.

やっぱり勉強されているなっていうのを感じたのは

I felt that you were indeed studying.

全てのテーブルの

5人ずつぐらいに分かれている

農家さんのプラスチック肥料問題のお話が出てきた

The topic of farmers' plastic fertilizer issues has come up.

本当にすごいなと思っていたわけです

I really thought it was amazing.

観光性肥料

Tourism fertilizer

緩やかに行われる肥料の量で

The amount of fertilizer applied gradually.

観光性肥料というのがありまして

There is something called tourist-oriented fertilizer.

それがプラスチックの殻を使うことによって

By using a plastic shell

ゆっくりと溶け出していくという肥料があるんですけれども

There is fertilizer that gradually dissolves over time.

これがやっぱり流れ出ちゃうということで

This is definitely going to flow out after all.

それが流れ出て

It flows out.

例えば湖に溜まると

For example, when it accumulates in a lake.

プラゴミになっちゃうよねっていうのを

It's going to become plastic waste, isn't it?

ちゃんと調査で勉強されて

Please study properly through investigation.

そのことで言うんだったら

If we're talking about that...

例えば網を作って

For example, making a net.

ゴミが流れないようにできないかなとか

I wonder if there's a way to prevent garbage from flowing out.

むしろ肥料っていうのを

Rather, it's something to do with fertilizer.

プラスチックを使わないようにできないかなという意見が

I wonder if there is an opinion that we should try to avoid using plastic.

あっちこっちから出てきたっていうのは

The phrase "あっちこっちから出てきたっていうのは" translates to "The fact that it came out from all over the place."

ちょっと勉強されてるんだなっていうのがすごく思いましたね

I really felt that you were studying a bit.

あとビニール袋を使わないっていうね

Also, not using plastic bags, you know.

買い物のビニール袋は今有料化されてますけれども

Shopping plastic bags are now being charged for.

そのビニール袋を使わないという案が出たりとか

There was a suggestion to not use that plastic bag.

これ実際亀岡市でされてますよね

This is actually happening in Kameoka City, right?

この辺もちょっとご紹介させていただいたんですけど

I introduced this area a little bit as well.

亀岡市はもうビニール袋禁止っていう形になっているので

Kameoka City has already implemented a ban on plastic bags.

結構最初ね

It's quite early, you know.

事業者さんとかがめっちゃ反対があったらしいんですけど

It seems that there were a lot of strong objections from the businesses.

いざ進めてみると

When I actually try to move forward

あれコスト削減にもなるし

That also helps reduce costs.

エコだしいいよねみたいな感じに

It feels like it's eco-friendly and also nice.

今だんだんなってきてらっしゃるということで

I hear that it's gradually becoming that way now.

そんな話もちょっと紹介させていただいてました

I briefly introduced such a story as well.

であのエコバッグ

またビニール袋を使わない方法ね

Another way to avoid using plastic bags, huh?

禁止っていう方法もありますけど

There is also the option of prohibition.

子どもたちの中では

エコバッグを持ってきたらやっぱりご褒美

If you brought an eco-bag, you definitely get a reward.

割引とかですね

Things like discounts.

ポイントとかですね

そういうのを作っていくっていうことを

何かを禁止する

To prohibit something.

つまり罰金

In other words, a fine.

面白かったんですよ

It was interesting.

罰金12万円

A fine of 120,000 yen.

懲役3年入所とかで

Sentenced to three years in prison.

具体的な話が出てきて

Concrete discussions have come up.

重いなとか軽いなとか

It's heavy or light.

いろいろ言ってたんですけど

I was saying various things, but...

最後ですね

It's the last one, isn't it?

皆さんに調整して

Adjusting for everyone.

罰金は1万5千円になるっていう

They say the fine will be 15,000 yen.

すごい調整を小学生の方が見せてくれるあたりも

The fact that elementary school students are showing such amazing adjustments is also impressive.

さすが柔軟やなと思いながら見てたんですけど

I was thinking, "As expected, it's flexible" while I was watching.

そういう禁止的な手法にするのか

Are you going to use a prohibitive approach like that?

それでも先ほど言ってはったみたいに

Still, as you mentioned earlier,

例えばどっかにゴミを

For example, garbage somewhere.

プラスチックゴミを入れるとこを作っておくとかも

Setting up a place to put plastic waste, for example.

一つあると思うんですけど

I think there is one.

そのご褒美をもらう

Receive that reward.

つまりナッチに

In other words, to Natchi.

ナッチっていうのは

"Nacchi refers to..."

肘でこつくようにって意味なんですけども

It means to nudge with your elbow.

もしくはインセンティブ

Or incentive.

こうしたら得があるよっていう形で

In a way that suggests there is a benefit to doing this.

誘導的にやっていくのかみたいな話がですね

It's a conversation about whether to proceed in a guiding manner.

小学生さんのアイデアの中から

From the ideas of elementary school students.

自然発生的に行われていて

It is being carried out spontaneously.

それってどっちの方法がいいかな

Which method is better, I wonder?

みたいな感じで

Something like that.

小学生の方が議論をされてるのを見るとですね

When I see elementary school students engaging in discussions,

なかなか感慨深い

Quite poignant.

大人の議会かおまけとか思いながら

While thinking it's like an adult's assembly or a bonus.

そのお話を聞いてたんですね

I see you were listening to that story.

あとは

"That's all."

綺麗に洗って再生できるようにしよう

Let's wash it beautifully so that it can be restored.

みたいなお話が出たんですけど

There was a story like that.

今日本のプラスチックゴミっていうのは

Right now, plastic waste in Japan is

結構サーマルリサイクルって

Thermal recycling is quite significant.

言われるんですけど

I'm often told.

燃やすつまり燃料代わりに使うっていうのを

In other words, using it as fuel.

リサイクルの定義に入れてますから

It's included in the definition of recycling.

これ厳しい先進国

This is a tough advanced country.

諸外国ではリサイクルの間に入りませんね

In foreign countries, recycling is not incorporated.

あくまでもマテリアルリサイクル

Ultimately, it's about material recycling.

ケミカルリサイクルと言われますが

It's called chemical recycling, but...

ペットボトルであれば

If it's a plastic bottle.

もう一回ペットボトルに戻すとか

Like putting it back in the pet bottle again.

ペットボトルをもうちょっと違う

A slightly different plastic bottle.

何かの素材パレットとかにするとかいう形で

Like turning it into some kind of material palette.

ちゃんと再利用するのが

It's important to reuse properly.

本来リサイクルなんですけれども

It is originally recycling, but...

子どもたちがですね

The children, you see...

綺麗に洗って出すっていうのを

To wash it clean and take it out.

義務化するとか聞くとですね

When I hear about making it mandatory...

大人的に切ないわけですよ

It's heartbreakingly complicated for adults, you see.

ごめん燃やしてるとか思うんですけど

I'm sorry, but I think you're burning it.

そこをどうするのかは

What will you do about that?

私たちの課題よねとか

It's our challenge, isn't it?

しげさんたちとおしゃべりながらですね

その大人顔負けの発表がある中で

思ったのが牛乳パックのストロー

What I was thinking about was a straw for a milk carton.

やっぱり身近なところで

After all, it's in the familiar places.

皆さん気になるんですね

これ去年も出てきてて

去年は三日月知事がいらっしゃって

ひょっとしたら去年も出てくださった方かもしれないんですけど

リサイクルの行方を知るビデオが欲しいとか

いろいろ提案がある中で

学校の先生が協力してくださったみたいなんですけども

様々な大人の問題がある中ですが

いつも子どもの意見表明権受け止めるとかできないなら

If you can't always accept children's right to express their opinions, then...

ちゃんと理由を述べていくゴールを設定して

Set a goal by clearly stating the reasons.

そっちに向かっていく誘導していくとかいうことをですね

It's about guiding you toward that direction.

市議さんたちとああだこうだと

ここからは大人の土俵です

私たち県議と市議でできること

What we can do as prefectural and city councilors.

そしてまた国の力を借りないといけないこともあると思うんですけれども

I think there are also times when we need to rely on the power of the country.

しっかりと進めていこうというお話をしていました

We were discussing the importance of moving forward steadily.

私からはですねやっぱり肥料の問題もすごく難しい問題だと思うんですよ

I think the issue of fertilizer is really a difficult problem.

農家さん今大変な中で頑張ってくださってますよね

Farmers are doing their best even in these difficult times, aren't they?

本当に今米が値段が上がっているって言いますけど

They say that the price of rice has really gone up now.

それが農家さんのところにちゃんと手元に入ってるかって言ったら

Whether that is properly getting into the hands of the farmers or not

そんなものは入ってるか入ってないかビビったらもので

It's something that if you're scared of whether it's included or not, then it probably is.

その中で暑くなって気候変動が来る台風が来るっていう中で

Amidst the rising heat and the arrival of typhoons due to climate change.

すごくこうなんていうかこう本当に志しなきゃったらできんよなみたいな

It's really like, how should I put it, if you don't have the determination, you can't do it, right?

農業頑張ってくださっている方が肥料がどうなのかっていう問題を

Those who are working hard in agriculture are concerned about the issue of fertilizers.

しっかりしっかりとお支えしていかないといけない

We must support each other firmly and robustly.

県の中でもですね実はその話は前も出てまして

Actually, that discussion has come up before within the prefecture.

一つその観光性肥料を用いても用いなくても

Whether or not to use that tourism fertilizer.

もしくは用いた時用いない時で収量がどのぐらい変わるのかなっていう研究を

I'm wondering about research on how much the yield changes when it's used versus when it's not used.

実はあんまり変わらないという研究結果も出てきています

In fact, there are research results that show it doesn't change much.

とかあとプラスチックじゃない違う形の観光性肥料だったらどうかなとか

I was wondering what it would be like if there were non-plastic, differently-shaped eco-friendly fertilizers.

やっぱりこういうことを農家さんの方にもご負担をかけすぎずに

After all, I want to do this without putting too much burden on the farmers.

実現することができるようになっています

It has become possible to achieve.

そういう方法っていうのを研究所とかも頑張っていただいて研究していく

Research institutions will work hard to study methods like that.

これはもう大人が頑張らないといけないところなので

This is a place where adults need to step up and do their best.

滋賀県もですねいくつもプラスチック農業ゴミ

Shiga Prefecture also has many plastic agricultural waste.

部屋を研究とかで調べていただくと出てくると思うんですけど

I think you'll find it if you research the room for studies or something.

いろんな研究をしてお支えしたい

I want to support various research efforts.

環境に影響が少ない形ででも農家さんにもご負担が少ない形でやっていきたいということをですね

I want to carry out our efforts in a way that has a minimal impact on the environment while also placing a minimal burden on farmers.

頑張ってくれています

They are doing their best.

またいろいろ調べてますと千葉県の方にですね

I'm also looking into various things, and it seems there is something in Chiba Prefecture.

実際網を設置してゴミを何とかするとかですね

In practice, it's about setting up nets and somehow dealing with the garbage.

もしくはその白柿って言って水を張ってだーっと混ぜますよね

Alternatively, you say that you fill it with water and mix it all up, right?

あの時にやっぱり出やすいので

It's easier to come out at that time after all.

その白柿を浅くしてみたらどうかとかいうことを

How about trying to make that white persimmon shallower?

研究してくださっているとかいうこともあるので

Because there are cases where you are researching, for example.

ぜひこういった問題を

Certainly, such issues should be addressed.

全ての方向に無理なく全部っていうのは無理かもしれないんですけれども

It might be impossible to do everything effortlessly in every direction, but...

ご負担が少ない形で環境も人間も共生していく

To coexist with the environment and humanity in a minimally burdensome way.

こんな社会づくりについて県は頑張ってくれてますが

The prefecture is working hard on creating such a society, but...

私も勉強を深めてですね

I will deepen my studies as well.

子どもたちの声をできるだけ政策に形作っていきたいなと

I want to shape policies as much as possible with the voices of children.

改めて思わせていただきました

I was reminded once again.
