기자가 이번에는 학교 쪽을 또 조금 취재를 했네요.

The reporter seems to have done a bit of research on the school this time as well.

대학 설립과 관련된 아파트 개발 서 문제입니다.

This is an issue related to apartment development concerning the establishment of a university.

한국에너지공대라고 들어보셨나요 올해 3월에 개교를 한 학교고요

Have you heard of the Korea Energy University? It opened this March.

한국전력이 운영하는 세계 최초의 에너지 특허대학을 목표로 하는

Aiming to be the world's first energy patent university operated by Korea Electric Power Corporation.

It's a school.

전체 이름은 처음 들었나요 그러니까요.

Is this the first time you've heard the full name? I see.

전체 이름은 삼천공대라고는 많이 들었어요.

I've heard a lot about a place called Samcheon Engineering College.

그리고 저는 최근에 어쨌든 완전히 모래 운동장 같은 곳에 건물 하나

And recently, I built a building in a place that is completely like a sand playground anyway.

서 있고 그 밑에 종부세 100억 이 기사만 되게 강렬하게 기억이 남아

그곳인 거죠 지금 맞습니다.

그러니까 40만 제곱미터 축구장 한 50개 정도 되는 캠퍼스인데 아직

So it's a campus that is about the size of 50 soccer fields, roughly 400,000 square meters, but it's still not finished.

건물이 한 동밖에 안 들어와 있어요 .

Only one building has been constructed.

원래는 법적으로는 그렇게 안 되는데 특별법이 제정돼서 이렇게 할 수가

Originally, it's not legally permitted, but a special law has been enacted, allowing this to happen.

있었던 거죠.

It existed.

그래서 먼저 개교부터 하고 이후에 학교 건물들을 확보하는 방식으로

So first, we will establish the school and then secure the school buildings.

개교를 먼저 했습니다.

The school was established first.

아니 경쟁률 이제 우리 취재 기사 에서 보니까 상당했더라고요.

No, the competition rate seemed quite high in our coverage article.

그만큼 대단히 좀 좋은 조건이었나 봐요.

등록금 장학금을 전교생에게 주고 또 이제 기숙사도 무료로 제공하고

As I watch the recorded footage, I don't see the dormitory, but I see words like "golf hotel."

보이던데 그런 건 뭐예요

그러니까 말씀드렸듯이 건물을 한 동밖에 말을 못 했잖아요.

So, as I mentioned, I could only talk about one building.

거기에 이제 강의실이나 임시도서관 이런 꼭 필요한 것들은 일단 지

Now, let's first set aside essential things like classrooms and temporary libraries.

었는데 막상 이제 기숙사는 제공 한다 그랬는데 건물이 없으니까

They said they would provide dormitories, but since there is no building, it’s difficult.

원래 그 부지가 골프장이었어요 .

Originally, that site was a golf course.

그렇죠 그렇죠

That's right, that's right.

골프장이었는데 그 안에 남아있는 건물을 활용을 하기로 한 거죠.

It was a golf course, but we decided to utilize the remaining buildings inside.

그래서 학생들이 지금 골프장 안에 있는 건물을 활용하기로 한 거죠.

So the students decided to make use of the building inside the golf course.

그리고 거기서 이제 골프장 안에 있는 클럽하우스 랑 골프텔이라고

And there, now there is a clubhouse inside the golf course and the golf hotel.

숙소를 이용을 하고 있습니다.

I am using the accommodation.

그러니까 3월에 지금 어쨌든 개교를 했다는 말은 신임생이 들어왔다

So, what I'm saying is that the school has opened in March, which means new students have arrived.

는 얘기이고 개강을 해서 학기가 시작을 했는데 그러면 조금 수업

It's about the classes starting since the semester has begun, so there will be a few classes.

듣거나 이런 환경은 조금 아직은 부족한 그런 면이 없잖아요 있겠네요

There are still some shortcomings in terms of listening and such environments.

학교 측에서는 지금 있는 건물 한 동으로 충분히 학생들이

The school believes that the current building is sufficient for the students.

소홀히 임시 수업을 하고 있다

The temporary class is being conducted carelessly.

이런 말씀을 하시더라고요 이제 제가 사실은 학생들이랑 육업관련

I heard you say something like this: Actually, I am involved with students in relation to 육업 (which refers to physical training or martial arts).

진행을 해보고 싶었는데 좀 부담스러워 하시는 측면이 있더라구요 학교측이나 학생분들이

I wanted to proceed with it, but it seems that the school and the students are feeling a bit burdened.

하지만 추측한데 조금은 너무 이제 허허벌판이다 보니까 좀 부족함을 느끼지 않을까 이렇게 추측은 제가 해봅니다

However, I speculate that there might be a sense of inadequacy since it feels a bit too barren. This is my assumption.

아무래도 학생들 입장에서도 당장 이제 막 개교를 한 모교고 본인들이 이제 1회 신입생들인데 당장 뭐 지금을 놓고 막 그렇게 안좋은 얘기를 하고 싶지

It seems that, from the students' perspective, this is their newly established school, and they are the very first freshmen, so they don't want to speak negatively about the current situation right away.

않았을 것 같기도 하고요 그 부분도 충분히 이해가 되고 알겠습니다 근데 일단 우리가 좀 짚어봐야 될 게 이 특별법 관련된 부분이에요

I think it might not have happened, and I fully understand that part. However, one thing we need to address is the part related to this special law.

부지 확보 다 됐고 근데 이게 사실상 올해 개교를 하는게 사실 쉽지가 않은 그런 상황이었다면서요

The land acquisition has been completed, but it's been said that it's actually quite difficult to open this year under the current circumstances.

그렇죠 우선은 고등교육법상 일정 면적의 건물을 확보해야 인허가가 진행이 되는데 그게 개교 1년 전에 되어야 돼요

That's right. First of all, according to the Higher Education Act, a certain area of the building must be secured for the approval to proceed, and that must be done a year before the school opens.

그래서 이 학교 같은 경우에는 특별법을 통해서 두 가지 돌파구를 찾은 건데 하나는 그 일정 면적을 외부에 있는

So, in the case of this school, they have found two breakthroughs through special legislation, one of which is that a certain area can be located externally.

그 연구기관에 임대해서 사용하는 방식으로 그 교사에 포함이 되는 방식을 하나 선택을 했고 그 다음에 그것과 아예 상관없이 단계적으로 확보할 수 있도록

I chose a method that includes that teacher by renting it from the research institution, and then I made sure to secure it step by step, completely unrelated to that.

두 가지 방안이 특별법에 담겼어요 그래서 이 두 가지 중에 하나를 선택을 해서 가면 되기 때문에 어쨌든 학교 건물이 없더라도 개교는 할 수 있었다

Two options are included in the special law, so you can choose one of these two options, which means that even without a school building, the school can still be established.

이게 이렇게 특별법까지 해서 이렇게 진행되었던 거는 이제 에너지에 관련된 전문 인력을 양성하는 것도 있지만

The reason this has been carried out with a special law is not only to cultivate professionals related to energy, but also...

지역균형발전

Regional balanced development

이런 속성도 같이 했기 때문에 이렇게 특별법까지 했을 텐데 이 지자체들 입장에서는 엄청 경쟁을 많이 했겠어요 서로 자기 동네로 가져가려고

Because they had such properties together, they probably enacted this special law, and from the perspective of these local governments, there must have been a lot of competition among them to attract it to their own areas.

대통령 공약이 나온 이후에 호남권 전남권에 이 한전공대가 생기기로 한 이후에 광주광역시와 전남도가 특히 경쟁을 많이 했죠 그래서 유치장이 굉장히 치열했는데 보면은

Since the president's pledge was made, after it was decided that this Korea Electric Power University would be established in the Honam region, particularly in Jeollanam-do, Gwangju Metropolitan City and Jeollanam-do have been very competitive. The competition for attracting the university has been very fierce.

대통령 선거 이후에 1년 뒤에 지자체장 선거가 있었거든요 그때도 지자체장 후보들이 본인 집에서 본인 동네를 유치장으로 가져가서

A year after the presidential election, there was a local government election, and at that time, the candidates for local government heads brought their hometowns to the detention center.

유치하겠다고 얘기를 많이 했고 지자체장들이 결정된 이후에는 좀 조심스러운 분위기가 있긴 했지만 전남과 광주가 서로 협력관계를 굉장히 공고히 맺는 사이인데 그럼에도 불구하고 지자체장들이 일부 이런 유치 발언을 하죠 그래서 사실상 그 갈등이 표면으로 드러나기도 했습니다

There were many discussions about attracting investments, and after the local government heads were decided, there was a somewhat cautious atmosphere. However, Jeonnam and Gwangju have firmly established a cooperative relationship, yet some local government heads still made remarks about attracting investments, which, in fact, brought the conflict to the surface.

그러니까 어쨌든 이렇게 치열하게 자기 지역으로 가져오려고 경쟁을 했는데 나주로 결정이 된 건 부영이 결정적이었다

So anyway, despite the fierce competition to bring it to their own region, the decision to choose Naju was crucially influenced by Booyoung.

맞습니다

That's right.

말씀드렸듯이 개교가 2022년 목표였고 그렇다면은 부지 확보 그 이후에 매입 인허가 캠퍼스 설계 공사 등등 기간이 소요가 되는데 거기서 조금이라도 좀 앞당길 수 있는 조건이었다면은 좀 더 유리한 고지를 점한 거거든요

As I mentioned, the goal was to establish the school in 2022, and if that were the case, securing the site, followed by purchasing, obtaining permits, campus design, construction, and so on would take time. If there were any conditions that could expedite that process even slightly, it would have put us in a more advantageous position.

부영 같은 경우에는 원래 전남도가 부영 골프장을 매입을 하는 방식을 계획을 했었는데 논의 과정에서 부영이

예 한 게 부지 선정 채점표로 보면은 굉장히 부영이 기부가 역할을 했다는 게 반영이 돼 있어요 점수에

Yes, looking at the site selection scoring table, it is clearly reflected in the scores that the donations from Booyoung played a significant role.

부지 조성 비용이라든가 인허가 측면 여러 가지에서 높은 점수를 받았어요

It received high scores in various aspects such as site preparation costs and permitting.

기부를 하니까는 땅을 사는 돈도 안 들어가고

Since donating means I don't have to spend money on buying land.

그렇죠

That's right.

수용 절차 같은 것도 안 밟아도 되니까 기간도 엄청 단축되고 그런 점들이

Since you don't have to go through procedures like acceptance, the period is greatly shortened, and those aspects are...

그런데 이제 문제는 그게 되고 나서 보면은

But now the problem is, after that happens...

다서부터지 않습니까 이제 부영이 바로 아파트 좀 짓겠습니다 이렇게 나온 거잖아요

Isn't it starting again? Now, Byeong has come out saying that he will build some apartments.

맞습니다 한전공대가 부지가 나주에 부영 골프장으로 설립된 게 2019년 1월인데

That's right, the Korea Electric Power University was established in January 2019 on the site of the Buwon Golf Course in Naju.

9개월 뒤 2019년 10월에 곧바로 부영이 그 나머지 골프장 부지 있잖아요

In 9 months, in October 2019, Boo Young will soon have the remaining golf course land, you know?

거기에다가 아파트를 처음에 5800세대를 짓겠다고 신청을 해요 나주시에

In addition, they applied to build 5,800 apartment units in Naju City at first.

그게 이제 뒤늦게 알려지니까 주민들이 반발을 하는 거죠

Now that it has come to light late, the residents are expressing their opposition.

왜냐면은 당초 이제 계획이 5800세대에

Because the original plan was for 5,800 units.

최고 층수가 28세대가 되니까

Since the maximum number of floors is 28 units.

28층인데 이게 뭐 현재는 5300세대 수준으로 줄긴 했지만

It's the 28th floor, but currently, it has been reduced to around 5,300 units.

여전히 현재 나주 혁신도시 안에 있는 건축 제한을 넘어서는 수준이에요

It is still at a level that surpasses the architectural restrictions within the current Naju Innovation City.

원래 25층이라면서요

I heard it's originally 25 stories.

그렇죠 지금 있는 나주 혁신도시 내 아파트들은 25층에 용적률도 이 계획보다는 적은 수준이거든요

That's right, the apartments in the Naju Innovation City are at 25 stories and have a lower floor area ratio than this plan.

그러니까 당연히 주민들이 반발할 수밖에 없었겠죠

So it was only natural that the residents would have no choice but to resist.

네 그러니까 이게 뭐 계속해서 이거 특혜 아니다 뭐 이렇게 지금 일단 당연히

Yes, so this isn't a privilege or anything like that, obviously.

모두가 주장을 하고 계시는데

Everyone is making their claims.

그럼 일단 보여주면 되는 거 아니에요 협약서를

근데 왜 그걸 계속

But why do you keep that?

이렇게 안 보여줄까요

맞습니다 이제 협약이 가장 중요하겠죠

That's right, the agreement is the most important thing now.

거기에 주민들은 그 안에 어떤 특혜 조항이 조금이라도 들어있는 것 아니냐라고 의심을 하는 건데

The residents there are suspicious that there might be some kind of preferential clauses included in it.

그래서 정보공개청구를 신청을 했었는데 거부를 당했고

So I applied for an information disclosure request, but it was rejected.

이후에는 행정소송까지 했고 게다가 이겼어요

After that, I even filed an administrative lawsuit and on top of that, I won.

그렇죠 시민단체 측이 이긴 거죠

That's right, the civic group won.

광주지방법원이 공익적 측면에서 당연히 공개를 하는 게 맞고

The Gwangju District Court is right to make it public from a public interest perspective.

게다가 지자체가 들었던 근거가 이 협약서의 내용은 부영 측의 경영상 비밀이기 때문에

Moreover, the reason given by the local government is that the contents of this agreement are a business secret of the Booyoung side.

부영의 이익을 침해할 가능성이 높다 이런 논리를 펼쳤는데 그것마저 법원이 아니다

There is a high possibility of infringing on the profits of Buyeong. This line of reasoning was put forth, but even that is not upheld by the court.

부영의 이익을 침해할 소지가 적다 이런 판결을 내렸고

There is little possibility of infringing upon Bouyoung's interests, and this ruling has been made.

근데 또 항소를 했다면서요

But I heard that you appealed again.

네 맞습니다

Yes, that's right.

2월이었는데 3월에 곧바로 항소를 하거든요 판결이

It was February, but the appeal will be made immediately in March after the verdict.

근데 저희가 이제 법원의 판결문에 좀 주목해 봐야 될 것 같아요

But I think we need to pay attention to the court's judgment.

거기 협약서 내용을 좀 가늠해 볼 수 있는 내용이 있고

There is some content that allows us to gauge the contents of the agreement.

또 법원의 판단도 들어가 있는데 부지 증여 후에 남게 되는 골프장 잔여 부지에 대해서

There is also a court's judgment regarding the remaining golf course land after the land donation.

그러니까 지자체들의 추상적인 지원이 기재돼 있다 이렇게 써있는데

So it says that the abstract support from local governments is included.
