춘천의 한 주택가. 간판도 없는 이곳은 교회에서 운영하던 지역 아동센터가 있던 곳입니다.

초등학교 때부터 고등학교 때까지 해당 지역 아동센터를 다녔다는 정미 씨.

그런데 피해자들 사이에는 공통점이 있었다고 합니다.

13년이 지난 후에야 용기를 내 목사를 고소한 정미 씨.

After 13 years, Jeong-mi had the courage to sue the pastor.

해당 목사는 정미 씨를 포함한 미성년자들을 강제 추행한 죄로 7년형을 선고받았습니다.

The pastor was sentenced to seven years in prison for the crime of forcibly molesting minors, including Ms. Jeong Mi.

목사 성범죄에 대해서 일부 교인들이 비교적 관대하다는 그런 느낌을 받게끔 되는데

I get the feeling that some church members are relatively lenient towards pastors' sexual crimes.

교단 역시 목사들에 대한 징계에 대해서 그렇게 미온적이라든가.

The denomination is also somewhat lukewarm about disciplining pastors.

미온적인 느낌이 좀 들긴 하더군요.

한 시민단체가 각 교단별로 성범죄 관련한 목사들의 징계 현황이라도 좀 알려달라고 요청을 한 적이 있다고 하는데

A civic group reportedly requested that each denomination provide information on the disciplinary actions regarding pastors involved in sexual crimes.

그 현황에 응답조차 하지 않은 교단이 대부분이었다고 합니다.

It is said that most denominations did not even respond to that situation.

유죄 판결을 받은 목사가 소속되어 있는 노예나 연애나 지방에 61곳에 공문을 보냈었는데

A pastor who was convicted of a crime sent official documents to 61 places related to slavery, romance, or local areas.

그 중에 징계를 했다고 응답한 상급기관은 한 곳에 포함됐습니다.

그래서 사임해버리면 사임했는데 우리가 어떡할 거냐 이렇게 나오는 거예요.

교단의 징계가 잘 이루어지지 않는군요.

특히 문제가 불거지면 교단을 스스로 탈퇴해버리는 경우가 많았고

이 경우에는 목회 활동을 제재할 수 있는 방법이 없다는 게 가장 큰 문제였습니다.

이 교회 담임 목사는 2년 전 교인 5명을 강제 추행한 혐의로 징역 2년을 선고받았습니다

The pastor of this church was sentenced to 2 years in prison two years ago for forcibly molesting 5 church members.

올해 출소를 앞두고 있는 최 목사

Pastor Choi, who is set to be released this year.

그런데 교단에선 지금까지 최 목사에 대한 징계를 내리지 않고 있었습니다

누가 작정을 하고 저 목사를 잡으려고 하면 안 걸릴 사람이 없다는 얘기죠.

성범죄 피해자인 20대 현영 씨.

A 20s woman named Hyun-young, who is a victim of a sexual crime.

그녀는 당시 후유증으로 힘든 나날을 보내고 있습니다.

She is having a hard time with aftereffects at that time.

2년 전 다니던 교회 목사에게 성추행을 당했던 현영 씨.

Two years ago, Hyun-young was sexually assaulted by the pastor of the church she attended.

현영 씨는 지금도 그날을 잊지 못한다고 합니다.

Hyunyoung says she still can't forget that day.

다음 날 만난 목사는 집에 데려다 준다며

The next day, the pastor said he would take me home.

현영 씨를 자신의 차에 태웠고 그 안에서 강제 추행을 했습니다.

이런 얘기를 하셨습니다.

저는 벌벌벌 떴는데 그냥 그 내내 집에 무사히 돌아가야겠다는 생각밖에 없었거든요.

I was trembling, but all I could think about was just getting home safely the whole time.

이후 시민단체의 도움을 받아 해당 목사를 성추행범으로 고소한 현영 씨.

Afterwards, Hyun-young, with the help of a civic group, filed a complaint against the pastor as a sexual assailant.

교회에도 이 사실을 알렸습니다.

I also informed the church of this fact.

이 상황에서 내가 사형을 못하니까 그날 바로 얘기를 듣고 당에 회집을 해서

Since I can't carry out the death penalty in this situation, I heard about it that day and gathered at the party.

다음 날 바로 사형체를 해버렸어요.

The next day, they executed the death penalty right away.

가해 목사는 징역 6개월.

The perpetrating pastor received a 6-month prison sentence.

가해 목사는 징역 6개월에 집행유예 2년, 40시간의 성폭력 치료 강의 수강과 120시간의 사회봉사를 선고받았습니다.

The offending pastor was sentenced to 6 months in prison, 2 years of suspended sentence, 40 hours of sexual violence treatment lectures, and 120 hours of community service.

그런데 재판 결과가 나온 직후 현영 씨는 가해 목사가 다른 교회에서 또다시 활동하고 있다는 걸 알게 됐다고 합니다.

However, shortly after the trial results were published, Ms. Hyun-young found out that the perpetrator pastor was once again active in another church.

22년 8월, 딱 한 달 뒤에 선고를 받았는데

In August 2022, I received the verdict just one month later.

제가 22년 10월에 이 사람이 다른 교회에서 목사로 하셨습니다.

In October 2022, this person served as a pastor at another church.

하고 있는 걸 발견했어요.

I found out what you are doing.

그래서 주보 같은 걸 찾아보니까

So I looked for something like a bulletin.

7월 재판하고 8월 선고받기 그 사이에 거기에 부임한 것 같더라고요.

그리고 이력서에 저기 교회를 뺐어요.

교단에 강력한 제재는 없다 하더라도 법률적으로 성범죄를 저지른 목사들이 다시 돌아오는 것을 막을 수 있는 방법은 없습니까?

Even if there are no strong sanctions from the church, is there no way to prevent pastors who have committed sexual crimes from returning?

그러니까 일부 성범죄자들에게는 취업 제한 명령을 내리기도 하죠.

So, sometimes employment restrictions are imposed on certain sex offenders.

그런데 이제 교회나 종교단체가 법으로 정한 취업 제한 시설에 포함되어 있지 않기 때문에

However, now that churches and religious organizations are not included in the facilities restricted by law for employment.

이 목사들이 교회로 돌아오는데 아무런 제재가 없는 겁니다.

There are no restrictions on these pastors returning to church.

취업 제한 제도를 둔 취지에는 아동, 청소년의 출입이 많은 시설에 성범죄 가해자가 근무하게 되면

The intention behind the system of employment restrictions is that if a sexual offense perpetrator works in facilities frequented by children and adolescents,

아동, 청소년이 그 위험한 상황에 노출될 수 있기 때문에

Because children and adolescents may be exposed to dangerous situations.

그걸 막기 위한 게 취업 제한입니다.

The employment restrictions are in place to prevent that.

취업 제한 제도이거든요.

It's an employment restriction system.

그렇게 보면 종교 시설은 아동, 청소년이 다 출입하는 곳이거든요.

In that regard, religious facilities are places that children and adolescents all have access to.

그렇기 때문에 저는 종교 시설은 취업 제한 시설에 포함을 시키는 것이 맞다고 생각합니다.

Therefore, I believe that religious facilities should be included among the facilities with employment restrictions.

그렇다면 성범죄를 저지른 목사들에 대해서 교계 차원에서 대책을 세우거나 교회법으로 어떤 제재를 가하는 건 방법이 없습니까?

Then, is there no way for the church to establish measures at the church level or impose any sanctions through church law against pastors who commit sexual crimes?

일부 교단에서는 성폭력 예방 교육을 강화하거나 또 성폭력 대신에

In some denominations, they are strengthening education on preventing sexual violence or, instead of sexual violence,

대책위원회를 교단의 총회 차원에서 상시기구로 설립하는 등의 노력이 시작된 곳도 일부 있습니다.

Some places have begun efforts, such as establishing a standing committee at the level of the denomination's general assembly.

하지만 아직까지 교단들의 분위기가 워낙 남성 중심적인 사고가 여전히 존재를 하고 있고

However, the atmosphere within the denominations is still very much dominated by male-centered thinking.

또 목회자의 성범죄 문제를 공론화하는 것에 대해서 좀 꺼려하는 분위기가 아직도 팽배하기 때문에

There is still a strong atmosphere of reluctance to publicly address the issue of sexual crimes committed by pastors.

제도적인 장치가 아직은 턱없이 부족한 그런 상황입니다.

It is a situation where institutional mechanisms are still greatly lacking.

긴계를 회피하기 위해서 교단을 탈퇴하는 일이 발생하기 때문에

Because leaving the denomination occurs in order to avoid a long ordeal.

우선적으로는 교단 안에서 제도적으로 소속 목사가 범죄를 행하고 교단을 탈퇴해도 사후적으로라도 징계를 할 수 있는 법안이 필요해요.

First and foremost, we need legislation that allows for disciplinary action to be taken retroactively against ordained ministers within the denomination who commit crimes and resign from the denomination.

교회도 범죄 경력 조회가 가능한 기관으로 좀 포함시켜야 된다라는 움직임들이 있어요.

There are movements to include churches as institutions that can conduct background checks for criminal records.

좀 더 적극적으로 현행법으로 교회도 범죄 경력 조회가 가능한 기관이 될 수 있게 좀 전 교단 차원에서 적극적으로 법안 마련을 위해서 요청하는 것이 필요합니다.

It is necessary to actively request at the church level to prepare legislation that allows churches to become institutions capable of conducting criminal background checks under current laws.

참 안타까운 상황입니다.

It's a truly unfortunate situation.

네 맞습니다. 저희가 취재 중에 만난 한 목사님이 하신 말씀이 참 마음에 났는데요.

Yes, that's right. There was something a pastor we met during our coverage said that really resonated with me.

교회가 세상을 걱정해야 하는데 세상이 교회를 걱정하기 위해서 참 미안한 마음이다 이런 말씀을 하셨습니다.

It is truly regrettable that the church should be concerned about the world, but the world is concerned about the church.

일부이긴 하지만 세상의 등불이 되어야 할 교회 그리고 또 목회자들이 오히려 피해자의 목소리를 외면하고 무시하고 있는 건 아닌지 그런 생각이 좀 들었습니다.

It makes me wonder if some churches and pastors, which should be the light of the world, are instead ignoring and dismissing the voices of the victims.
