И расскажу вот про семью.

В этой семье мальчик 13-летний.

In this family, there is a 13-year-old boy.

Он из Афганистана.

He is from Afghanistan.

Он закончил там семь классов,

He finished seven grades there.

и у него отличный табель с пятерками,

and he has an excellent report card with straight A's,

ну, то есть там у них другая система, там какие-то сотки все время.

Well, I mean, they have a different system there, they have some acres all the time.

И они бежали из Афганистана летом прошлого года из-за преследований от талибов.

And they fled from Afghanistan last summer due to persecution by the Taliban.

Талибан — это организация, которая признана запрещенной на территории РФ.

The Taliban is an organization that is recognized as banned in the territory of the Russian Federation.

И они обратились к нам еще в комитет в сентябре.

And they reached out to us in the committee back in September.

Они сами пытались обратиться в школу,

They themselves tried to contact the school,

так как они плохо владеют русским языком.

since they have a poor command of the Russian language.

Собственно, они сказали вообще ничего, ничего вразумительного.

In fact, they said absolutely nothing, nothing intelligible.

И они вообще не поняли, что делать в этой ситуации.

And they didn't understand at all what to do in this situation.

Они сами пошли в школу и попытались устроить ребенка?

Did they go to school themselves and try to enroll the child?

Да, они сами пошли в ближайшую школу рядом с домом.

Yes, they went to the nearest school next to the house.

Они живут в Москве.

They live in Moscow.

И попытались поговорить как-то с директором.

And they tried to talk to the director somehow.

В общем, разговор, видимо, не состоялся.

In general, the conversation apparently did not take place.

Вообще в школу...

Actually, to school...

После этого они обратились к нам с этим вопросом.

After that, they approached us with this question.

Вообще в Москве в школу...

In general, in Moscow, school...

И тут цифровизация всего побеждает,

потому что сейчас в основном принимают заявления только через портал mos.ru.

И если раньше была система, когда можно было подавать заявления и в письменном виде,

то сейчас они все больше настаивают на том,

И с моей точки зрения, это еще одно препятствие,

которое иностранным гражданам просто очень тяжело разобраться.

which is simply very difficult for foreign citizens to understand.

В системе работает портал.

The portal is working in the system.

Потому что даже граждане России не всегда могут разобраться с этим порталом.

Because even Russian citizens can struggle with this portal sometimes.

А если ты еще не говоришь на русском языке, то это вообще...

And if you don’t speak Russian yet, then that’s just...

И эта семья обратилась к нам.

And this family turned to us.

Мы помогли им подать заявление.

We helped them submit the application.

И поначалу ребенку отказывали, потому что у него не было регистрации.

At first, the child was denied because he did not have registration.

На тот момент семья только была в процессе подачи заявления на убежище.

At that time, the family was in the process of applying for asylum.

И у них не было возможности оформить регистрацию.

And they did not have the opportunity to register.

После чего семья оформила регистрацию.

After that, the family completed the registration.

Отсюда мы подали снова в школу.

From here we applied back to school.

И здесь началась целая эпопея про то,

And here began a whole epic about the fact that,

как директор и заучка этой школы придумали разные абсолютно предлоги,

how the principal and the secretary of this school came up with completely different pretexts,

чтобы ребенку отказать.

to deny the child.

Потому что ребенок действительно русский язык не знал.

Because the child really did not know the Russian language.

И это огромная проблема, потому что вообще наши школы

And this is a huge problem because, in general, our schools...

не предусматривают того, что там может обучаться ребенок,

do not provide for the possibility that a child may study there,

который не владеет русским.

who does not speak Russian.

То есть, насколько мне известно,

That is, as far as I know,

если в таких московских школах и есть вот эти адаптационные классы

if there are these adaptation classes in such Moscow schools

по изучению русского, как иностранного,

on the study of Russian as a foreign language,

где дети учатся сначала русскому языку,

where children first learn the Russian language,

а потом уже вливаются в общую программу.

and then they are integrated into the overall program.

Если в каких-то нескольких школах в Москве есть такие классы,

то это все создается исключительно по инициативе директоров.

So this is all created solely at the initiative of the directors.

Но мне вообще известна только одна такая школа в Москве.

But I only know of one such school in Moscow.

Возможно, их больше.

There may be more of them.

То есть заботу о том, где изучать ребенку русский язык,

That is, the concern about where the child should learn the Russian language,

перекладывают на родителей,

they shift the responsibility onto the parents,

которые сами язык не знают,

who do not know the language themselves,

им самим его тоже не учить.

They themselves should not teach it either.

И мы обращаемся к нашим партнерским организациям.

And we are reaching out to our partner organizations.

Это только некоммерческие организации благотворительные,

These are only non-profit charitable organizations.

которые обучают детей русскому.

who teach children Russian.

В общем, эта школа начала придумывать различные ухищрения

In general, this school started to come up with various tricks.

и заставлять ребенка проходить различные тесты.

and making the child take various tests.

Он в тот момент уже учил русский язык несколько месяцев,

He had been learning Russian for several months at that moment.

но все равно русский еще был на довольно низком уровне.

but still, the Russian was at a rather low level.

И получается, что они прибегали к этим ухищрениям,

And it turns out that they resorted to these tricks,

потому что директора школ на самом деле сами знают,

because school directors actually know themselves,

что они не могут отказать ребенку по причине того,

Чтобы попасть в школу, вам надо подать заявление на МОСРУ.

To get into the school, you need to apply to MOS.RU.

Выход из этого цикла практически невозможен.

Getting out of this cycle is practically impossible.

Походы в суд занимают слишком много времени.

Going to court takes too much time.

Тут надо понимать,

Here, it's important to understand,

что это все по времени очень затягивается.

this is all taking a lot of time.

Время идет, ребенок не учится.

Time is passing, the child is not learning.

И если речь идет о ребенке уже 13-14 лет,

And if we are talking about a child who is already 13-14 years old,

то тут уже возникает огромный риск,

there is already a huge risk here,

что ребенок до совершеннолетия так и доживет без школы.

that a child can get through to adulthood without school.

Но вот у нас много, на самом деле, таких примеров.

But we actually have many such examples.

И я вот сегодня, когда ехала, вспоминала,

And today, when I was driving, I was reminiscing.

что есть одна афганская семья, где четверо или пять детей.

There is one Afghan family that has four or five children.

Мы там занимаемся их делом уже тоже, наверное,

We are probably already dealing with their case there as well.

на протяжении последних пяти лет.

over the past five years.

И первые там два-три года они не ходили в школу,

And for the first two to three years, they didn't go to school,

потому что вот они были в процедуре обжалования отказа во временном убежище,

because they were in the process of appealing the denial of temporary asylum,

поэтому не было регистрации, поэтому не брали в школу.

That’s why there was no registration, and that’s why they weren’t admitted to school.

И потом через три года все-таки их приняли в процедуру,

And then, after three years, they were finally accepted into the procedure.

и семье дали временное убежище.

and the family was granted temporary asylum.

Это такой как бы хороший пример.

This is kind of a good example.

И вот дети пошли в школу.

And so the children went to school.

Но старшие брат и сестра, им уже было 14 лет,

But the older brother and sister, who were already 14 years old,

а младшим было там 9 и 10.

And the younger ones were 9 and 10 there.

И вот по прошествии еще там двух лет,

And after another two years have passed,

ситуация в школе такая, что младшие прекрасно учатся,

the situation in the school is such that the younger students are doing very well in their studies,

у них хорошие оценки, их любит классная руководительница,

they have good grades, their homeroom teacher loves them,

а старшие сталкиваются постоянно с проблемами,

but the elders constantly face problems,

что конфликты возникают там с руководством школы,

that conflicts arise there with the school administration,

что они не могут, у них нет никакой мотивации даже заниматься,

that they can't, they have no motivation to even engage.

потому что они попадают...

because they get...

Ну, после того, как они три года пропустили обучение,

Well, after they missed three years of training,

ну, как бы там, не знаю, с 10 до 13,

Well, like, I don't know, from 10 to 13,

они не учились, и все это время...

Ну, либо они занимались, может быть, русским,

но больше ничем они не занимались.

but they didn't do anything else.

Поэтому эти годы они пропустили,

и они в итоге в 13 или в 14 лет пошли в класс с детьми,

Это сильно сказывается на их обучении,

because the children who return to school after a long break

в таком среднем, старшем, подростковом возрасте,

все-таки, если нет личного какого-то желания

прям несмотря ни на что добиться результатов,

to achieve results regardless of everything,

все-таки они еле-еле как-то пытаются закончить там 9 класс.

They are still barely trying to finish the 9th grade over there.

Ну да, это еще, мне кажется, в целом успешный случай,

что они хотя бы пытаются,

that they at least try,

хотя, конечно, пока ребенок несколько лет сидит дома

although, of course, for now the child will be staying at home for a few years

и занимается своими делами, естественно,

попадает привычка учиться,

the habit of learning sets in,

обучение не всегда приятно, скажем так,

поэтому потом возвращаться весь этот круг очень сложно.

Но у нас с советских времен осталось такое восприятие,

а потом они просто попадают в бюрократический ад.

And then they just end up in bureaucratic hell.

то есть там родители со своими вопросами,

и он получит образование и специальность.

И это такой и позитивный пример,

но это пример такой стойкости духа,

but this is an example of such resilience of spirit,

наверное, в том числе,

probably, among other things,

потому что, несмотря на все преграды,

because, despite all the obstacles,

несмотря на то, что было упущено время,

despite the fact that time was missed,

он как-то позитивно смотрит на мир,

he has a positive outlook on the world,

и за счет как бы того, может быть,

and due to that, maybe,

как бы и мама поддерживает,

it's as if mom supports too,

и в себе такая обстановка,

and in itself such an atmosphere,

что все его поддерживают,

that everyone supports him,

он планомерно добивается своего,
