Que va en las manifestaciones, hemos visto, hablando de América, este año, pues en 12 países donde ha habido manifestaciones que han cambiado en sus realidades sociales.

What happens in the protests, we have seen, talking about America, this year, in 12 countries where there have been protests that have changed their social realities.

Una nueva constitución en Chile, por ejemplo.

A new constitution in Chile, for example.

Entonces, yo creo que son los dos hilos umbilicales.

Y lo que a mí me preocupa más de esos dos hilos umbilicales es que el segundo, el positivo, el que ha provocado, por ejemplo, grandes avances con el feminismo, la lucha antirracista, etc.

And what concerns me most about those two umbilical cords is that the second one, the positive one, which has brought about, for example, great advances in feminism, the anti-racist struggle, etc.

Hay una serie de gobernantes que ponen énfasis en reprimir esa parte de la sociedad civil.

There is a series of rulers who emphasize repressing that part of civil society.

Entonces, si no hay grandes mejoras en la primera parte, aunque luego podemos ver algunas que sí ha habido, y se reprime a la sociedad civil, vamos a un mundo mejor.

So, if there are no significant improvements in the first part, although later we may see some that have indeed occurred, and civil society is repressed, we are heading towards a better world.

Pero también, después de tanto tiempo, lo que muestra la experiencia es que los avances en derechos humanos no son para siempre, porque siempre hay que defenderlos.

But also, after so much time, what experience shows is that advances in human rights are not permanent, because they always have to be defended.

Pero los retrocesos, tampoco.

But the setbacks, neither.

El otro día estuve mirando cuadernos viejos.

The other day I was looking through old notebooks.

No las pude contar todas, pero encontré más de 150 columnas, desde el año 2003 que empezamos, en el marco de la campaña Pobreza Cero, precisamente.

I couldn't count them all, but I found more than 150 columns, since the year 2003 when we started, precisely within the framework of the Zero Poverty campaign.

Y, bueno, yo creo que hay una frase que tú dices siempre en la introducción de todos y cada uno de los programas, que es el espacio de la voz de los olvidados, de los que no caben en el marco mediático generalizado.

And, well, I think there is a phrase that you always say in the introduction of each and every program, which is the space for the voices of the forgotten, those who don’t fit into the mainstream media framework.

Y, en mayor o menor medida, yo creo que ese ha sido el valor de este esfuerzo.

And, to a greater or lesser extent, I believe that has been the value of this effort.

Y de este trabajo, ¿no?

Ese segundo cordón umbilical del que hablaba Esteban, ¿no?

De los movimientos sociales, de la gente que resiste, de la gente que cuenta lo que nadie quiere oír, que denuncia lo que molesta denunciar.

Of social movements, of the people who resist, of the people who tell what no one wants to hear, who denounce what is uncomfortable to denounce.

Y que pone sobre la mesa, pues, cuáles son las condiciones de vida y de las luchas de muchas personas.

And it puts on the table, then, what the living conditions and struggles of many people are.

Preguntadas por la política de cooperación, ¿no?

Asked about the cooperation policy, right?

Y yo, la pena, ¿no?

And I, the pity, right?

Y de tu jubilación, Eduardo, es doble, porque creo que has sido un profesional comprometido con una política de cooperación pública, justa, crítica, sin temor a denunciar en los micrófonos cuando ha habido que denunciar, sin temor a investigar y a preguntar.

And regarding your retirement, Eduardo, it is double, because I believe you have been a professional committed to a public policy of cooperation that is fair, critical, unafraid to denounce through the microphones when there has been a need to denounce, unafraid to investigate and to ask questions.

Y no vivimos un buen momento para la política de cooperación en este país, ya desde hace demasiados años, ¿no?

And we are not living a good moment for cooperation policy in this country, it's been too many years already, hasn't it?

Donde empezó un proceso sistemático de desmantelamiento.

Y, bueno, pues todavía no encontramos ni capacidad para movilizar o para atraer, ¿no?

Esos sectores más jóvenes que han visto renovadas ilusiones de movilización en ámbitos como el feminismo, como el ecologismo también.

Y la política de cooperación, bueno, pues cada vez se parece más a una especie de estupidez enredada en burocracias y sin capacidad para conseguir extraer ni un solo euro de gasto público, ¿no?

And the cooperation policy, well, it increasingly resembles a kind of stupidity entangled in bureaucracies and lacking the ability to extract even a single euro of public spending, right?

En el marco este de la austeridad, ¿no?

In the context of this austerity, right?

Y a la vista está de lo que sucede en el mundo que...

Y uno de los aprendizajes, ¿no?

And one of the lessons, right?

Yo creo, claro, es de esta época, no sé todavía si post-pandemia, ¿no?

Pero después de esta pandemia es que el espacio de cooperación internacional a nivel global es imprescindible para el futuro de la vida de millones de personas.

Pero más brevemente, yo sigo con mi valoración crítica de todos los programas.

Lo ocurrido en Ceuta, con las deportaciones de menores, a mí personalmente, a lo mejor es que ahora mismo ya lo puedo decir, por pasar la reserva,

me ha asombrado completamente, ¿no?

It has completely amazed me, hasn't it?

O sea, todo ese programa.

Ha sido un punto que yo no lo esperaba en estos momentos.

It has been a point that I did not expect at this time.

Bueno, aquí vemos los dos cordones umbilicales otra vez.

Por un lado tenemos un gobierno que no ha dudado en cometer actos ilegales

On one hand, we have a government that has not hesitated to commit illegal acts.

y en hacer que las leyes internacionales, suspenderlas durante un periodo de emergencia

and in making international laws, suspending them during a state of emergency

y encima decirse al juez que durante un periodo de emergencia las leyes internacionales no existen.

And on top of that, to tell the judge that during a state of emergency, international laws do not exist.

Y eso ha provocado que 55 niños y niñas hayan sido enviados indefensos a un lugar en el que no se había hecho ningún tratamiento individualizado de ellos.

And this has caused 55 children to be sent helpless to a place where no individualized treatment had been provided for them.

Ese es un tema grave.

That is a serious issue.

Permanecen ahora mismo unos 700, 800 niños ahí en Ceuta, algunos de ellos en la calle atemorizados por lo que significa volver.

There are currently about 700 to 800 children there in Ceuta, some of them on the streets terrified of what it means to go back.

Y un gobierno que, aunque dice que lo va a hacer de acuerdo a la ley, lo que va a hacer de acuerdo a la ley es repatriarlos.

And a government that, although it says it will do it according to the law, what it will do according to the law is to repatriate them.

Cuando en realidad lo que va a hacer es proteger a los niños en ese país, o en este, o en otro, o en la península.

When in reality what it will do is protect children in that country, or in this one, or in another, or on the peninsula.

Otra vez ese doble cordón umbilical yo lo he visto claramente en Ceuta.

Y algunas organizaciones que en la anterior etapa se han perseguido, y creo que hay nombres importantes,

que se dedicaban a contar todo lo que era el paso del estrecho y las atrocidades y los muertos.

Con menores, con esas familias que ya llevan décadas, que no tienen papeles,

a pesar de que llevan décadas con hijos que han nacido allí o con los que han llegado en estos últimos años,

despite having decades with children who were born there or with those who have arrived in recent years,

que son menores y que reciben un maltrato por parte del sistema, autoridades.

that are minors and suffer mistreatment from the system, authorities.

Es algo grave, es muy grave y además los que estamos en estos medios locales,

pero luego en la arena internacional, sabemos de la fragilidad de las convenciones internacionales

y sabemos que no se pueden cumplir a un 99%. Hay que cumplirlas al 100%.

Por lo tanto, hace falta estar encima por cada caso, por cada niño, por cada niña,

y hay que estar por el sistema, por de qué formamos parte,

qué responsabilidad internacional tiene España en defender unas convenciones internacionales
